행정구역 통합의 영향요인 분석

이 연구는 2008년 행정구역 자율통합이 추진되었던 18개 지역 46개 단체를 대상으로행정구역 통합에 미치는 영향요인을 분석한 것이다. 통합에 미치는 영향요인은 다양한 변수가 작용하므로 그 영향요인을 망라하여 분석하는 것은 한계가 있다. 그러나 기존의 대부분의 연구들은 종속변수로 통합의 성패라는 양극단 값을 설정하고 있어 영향요인을 분석하는 데 문제가 있기 때문에, 본 연구에서는 종속변수를 통합추진 수준으로 정의하여 기존연구와의 차별화를 도모하였다. 그리고 여기에 영향을 미칠 것으로 생각되는 요인을 주민의사, 행위주체, 지역적 여건 등으로 나누어 10개의 독립변수를 설정하였다. 분석 결과, 통합추진 수준에 주민의사가 가장 큰 영향을 미치고 있는 것으로 나타났으며, 재정자립도, 경제규모, 통합추진 경험, 통합추진 단체 간의 분리.통합 역사적 이력이정의 관계에 있는 것으로 나타났다. 그러나 예상과 달리 도시화와 정치적 동질성은 통합추진 수준과 부의 관계가 있는 것으로 나타났으며, 단체장의 의지, 공무원 수, 인구변동률은유의성이 없는 것으로 나타났다. 앞으로 통합관련 정책을 추진함에 있어서는 위와 같은 분석결과를 활용하여 불필요한갈등을 줄여야 할 것이다.
Abstract
The purpose of this study is to find out the set of factors influencing the levelof consolidation among municipalities, which have proceeded to integrate witheach other, including forty-six local governments in eighteen regions. This studyis focused on these forty-six local governments, in order to explore therelationship between the dependent variable (consolidation level) and independentvariables including citizens desire, actors (politicians, local government heads,public officials), and regional environment (economic, social, and historicalconditions). This study indicates that citizens' desire for municipal consolidation exertsthe greatest influence on the level of integration. In addition, the larger thefinancial capacity and economy scale, the more positive the impact on the levelof consolidation. However, this analysis indicates that social factors (the ratioof worker’s number and migration of population) and the factors of actors arenot related to consolidation level. At this stage of this study, there is no strongevidence that political factors are related to the level of consolidation. It isassumed that citizens are not very concerned with the behavior of politicians. Depending upon the history of fragmentation-consolidation and the experienceof local government consolidation and how they are measured, historical factorsmay be more important than actor's factors and socioeconomic factors or viceversa. The most that can be claimed is that citizens' desire and historicalfactors are closely associated with the degree of integration and that thesevariables account for much of the positive consolidation level. This study is now in a better position to consider some of the localgovernments as objects of consolidation with each other, suggesting one ofmeaningful criterion. It is expected that this study will be helpful in reducingbeforehand any unnecessary conflicts that arise due to integration policieswhich go against the intentions of citizens on a large scale.
