지방자치단체 조직개편의 영향요인 분석과 행정구역통합에의 시사점 논의

본 연구는 지방자치단체의 조직개편 추진에 영향을 미치는 지역특성요인을 실증분석을통하여 추출하기 위해서 시도되었다. 조직개편은 행정수요대응성의 확보수단으로 새로운행정수요에 대응하여 이와 관련된 행정기능의 재설계과정을 통하여 행정서비스를 근접하여 제공할 수 있는 최하위 일선조직의 개편으로 연결된다는 분석모형을 설정하였다. 지역특성요인과 관련된 전국 228개 기초지자체의 횡단면 자료를 수집하여 분석한 후, 그 결과를 일정기간동안의 다시점자료에 의한 것으로 치환하는 추론방법을 활용하였다. 실증분석결과, 내부환경 변화와 관련된 지역특성요인 가운데 인구규모와 공무원수가 가장 중요한영향요인으로 판명되었으며, 그외 면적과 재정자립도는 조직개편과는 인과성이 별반 없는것으로 나타났다. 이들 지역특성변수들은 향후 행정구역통합에 따라 현저한 변화를 경험할 것으로 예상되고 이로 파생되는 행정수요와 밀접하게 관련되어 있음으로, 본 연구에서제시된 조직개편에 미치는 영향요인 분석결과는 향후 통합지자체의 조직개편과 내부운영관리에 중요한 시사점을 제공할 것으로 판단된다.
Abstract
This study is designed to illuminate region-specific factors influencing local government reorganization. An analytical model is established that reorganization,as a tool for ensuring responsiveness to administrative needs to meet rising administrative needs, would take a form of street-line reorganization, enabling to provide public services in close proximity, through the redesigning process of administrative function. The empirical results, using cross-sectional data concerning region-specific factors on the 228 local government level, are transformed to project longitudinal trends by employing an inferential methodology. Both population size and number of civil servants are found to become the most influential factors. Besides, administrative territory as well as financial capabilities turn out not to have any significamt causal relation with local government reorganization. Finally, the results provide some useful guidelines to which consolidated governments can make reference in trying strategic reorganization and organizational management,since the above two factors would experience significant changes in process of territorial consolidation.
