우리나라 행정구역 통합의 역사와 과제: 1995년 이후를 중심으로

Abstract

The reorganization of administrative districts is being promoted to prepare areas suitable for the living rights of local residents and to improve administrative efficiency. Recently, district integration policy has been the trend in Korea, and since 1995, administrative districts have been converted from separation policy to integration policy. This study examined the history and tasks of administrative district integration in Korea since 1995, including administrative district integration in 1995, Yeosu-si integration, Changwon-si integration, and Cheongju-si integration. Since there are positive and negative factors in the integration of administrative districts, measures to resolve the negative aspects should be prepared. In addition, this part should be thoroughly considered because the interests of related groups are likely to conflict in administrative district integration. The future tasks of administrative district reorganization are as follows. The central government’s tasks include changing perceptions related to district reorganization, presenting integrated goals and visions, declaring a ban on disadvantages arising from integration, and preparing various integrated measures. The local government’s tasks include presenting goals and visions for integration, improving intimacy with the local governments subject to integration, thorough review, preparing and complying with integration principles, solving problems with the location of the government office and integration. As a result of this study, the discussion and promotion process of city-county integration should be carried out democratically according to the autonomous will of the local government.
