리더십 교체 이후 카자흐스탄 대외정책 : 토카예프 정부의 ‘대외정책개념 2020-2030’을 중심으로

초록

본 연구는 카자흐스탄 토카예프 신임 정부가 발표한 신대외정책 즉, ”대외정책개념 2020-2030“ 분석과 주요 국가들과의 대외정책 사례를 통해 전임 나자르바예프 정부와의 대외정책기조, 지향점, 목표 등에서 큰 틀에서 유지되고 있음을 확인했다. 결론적으로, 리더십 교체 이후 현재까지 카자흐스탄 대외정책은 전임자가 구축해 놓은 주요 대외정책 기조를 유지해가면서 외교 다각화에 주력하는 모습이다. 카자흐스탄의 외적 환경 – 즉 다극화된 중앙아시아 국제 환경에서 전방위 균형 외교는 중앙아시아 상위 국제질서가 변하지 않는 카자흐스탄이 선택할 수 있는 최선의 전략이다. 한편, 여전히 현실권력에 있는 나자르바예프 전임 정부가 구축한 정책기조를 지속하는 것이 신정부가 정당성을 확보하는데 타당할 것이다. 주요 강대국과의 관계에서 토카예프 신정부는 러시아와는 동맹관계로 발전, 중국과는 경제 투자 등을 활성화할 수 있는 ‘포괄적 전략적 파트너십’ 유지, 한편 러시아와 중국을 견제할 수단으로 미국과의 ‘전략적 파트너십’은 확대, EU 와 경제 부문 협력 활성화를 추진 중이다. 서로 경쟁, 견제, 협력하는 세계 주요 강국들과의 균형, 실리 외교를 통해 카자흐스탄이 과도하게 특정 국가에 경도되는 현상은 지양하려는 전략은 전임 정부에 이어 큰 틀에서 유지되고 있다. 특히 신 정부의 대외정책은 경제성장을 가장 우선순위로 두고 있는 만큼 이를 실현하기 위해서는 어떤 국가와도 협력할 수 있다는 것이 카자흐스탄의 기본 입장은 당분간은 유지될 것으로 보인다.

Abstract

This study examines the new foreign policy - Kazakhstan‘s Foreign Policy Concept 2020-2030 - announced by the new government of Tokayev, and foreign policy cases with major countries. In conclusion, there have been continuity in Kazakhstan's foreign policy since the leadership changed. Kazakhstan’s foreign policy has been maintained in a broad framework referring to the previous one and it is likely to say that because the new government decided that it would be appropriate to secure legitimacy to continue the policy stance established by the Nazarbayev, the first president who is still in real power. Furthermore, in the external environment of Kazakhstan - that is, in the atmosphere of Russia/China cooperation under the multi-polarized Central Asian international environment, seeking diplomatic diversification is the best option for Kazakhstan as long as the international order in Central Asia where Kazakhstan is located does not change. In fact, the Tokayev government is diversifying its diplomatic routes as much as possible through economic and security cooperation with major powers such as China, EU and the United States, while multi-vectoral and balanced diplomacy is continuously and strengthened in order to effectively contain Russia. In particular, as the foreign policy of the new government puts economic growth as the top priority, Kazakhstan's stance cooperating with any country is expected to be maintained for the time being.
