카자흐스탄은 1991년 독립이후 전방위 외교정책을 추진하고 있다. 이는 경제발전을 이룩하기 위해서는 외국과의 경제협력이 필요불가결하다는 판단에서 비롯되었다. 이에 따라 카자흐스탄은 전통적 우방인 러시아를 비롯하여 미국, 중국과 긴밀한 관계를 맺었고, 다양한 국제기구를 통해 지역 국가들과도 협력을 적극적으로 모색하였다. 이러한 국가전략은 나자르바예프 대통령의 실리추구형 전방위 외교정책을 통해 구체화되고 있다. 그는 젊은 엘리트들에게 동(아시아)이든 서(유럽)든 어디든지 가서 배우라면서 실용주의를 강조하고 있다. 미국과 러시아 사이에서 입장을 표명해야 되는 경우에도 카자흐스탄은 실용주의적 맥락에서 사안에 따라 협력하는 중립적인 입장을 견지함으로써 양국과의 관계를 우호적으로 지속시킬 수 있었다. 이는 입장표명을 명백히 한 이웃국가 우즈베키스탄과는 차별화되는 정책이었다. 이를 통해 카자흐스탄은 경제협력이라는 실리를 얻을 수 있었고, 중앙아시아의 지도적 국가로 성장하게 되었다. 따라서 카자흐스탄의 전방위 외교노선은 상당기간 지속될 것으로 예상된다.
Abstract
The purpose of this paper is to review Kazakhstan's foreign policy in terms of pragmatic approach. Since its independence of 1991, Kazakhstan has pursued multivector foreign policy for an achievement of economic development. This has been reflected in their policy of 'first the economy, then politics.' For this purpose, Kazakhstan has joined in a several regional organizations such as SCO, EURASEC, etc. for a further economic and security cooperation. In the meanwhile, like other independent countries in the region, Kazakhstan has found herself in a difficult position between U.S. and Russia. Kazakhstan has positioned herself in the middle of two great powers. By adopting a mutlvector foreign policy, Kazakhstan could achieve a successful economic performance and become a leading country in the Central Asia. In this context, multivector foreign policy will remain as Kazakhstan's optimal strategy for the time being.
