본 연구의 주 목적은 수교 30주년을 맞이하여 한국-카자흐스탄 양국관계의 전개, 성과와 한계등을 평가하는 것이다. 그간 진행해 온 양국 협력 분야에 대한 SWOT 분석을 토대로 성과와 한계를분석하고 남은 과제와 정책제언도 다루었다. 한국과 카자흐스탄은 양자, 다자대화를 통해 신뢰구축과 다양한 분야로의 협력 확대라는 성과를거두었다. 특히 ‘한-중앙아협력포럼’은 양국뿐만 아니라 한국과 중앙아 지역의 연대를 강화하는데 중추적인 역할을 했다. 향후 경제 분야에서 양국은 카자흐의 산업 고도화, 미래 산업 육성정책을 함께추진 할 필요가 있다. 아울러 미래의 국제 공급망 재구축과정에서 양국의 경제구조의 보완성도 협력을 촉진할 요소이다. 한국의 대륙 진출 및 유라시아경제연합(EAEU)과의 협력에 카자흐스탄은 거점역할을 할 수 있다. 나아가 양국의 협력은 강대국의 압박으로부터 중간규모 국가의 정책적 자율성을높이고 독자적으로 발전할 수 있는 동력이 될 것이다. 다만 일부 사례에서 한-카자흐 협력이 형식적인 MOU 체결에 머무른다는 비판이 있었던 것도 사실이다. 이에 대한 근복적인 해결을 민간교류의활성화를 도울 수 있는 제도적, 금융적 지원 인프라 구축이 양국 정부 수준에서 적극 추진될 필요가있다. 아울러 양국 고위급 회담의 질적 향상과 ‘한-중앙아협력포럼’의 정상급 격상도 달성해야 할 과제이다.
Abstract
The main purpose of this study is to evaluate the development, achievements and limitations of bilateral relations between Korea and Kazakhstan on the occasion of the 30th anniversary of establishment of the diplomatic relationship. Based on the SWOT analysis of the bilateral cooperation fields, the results and limitations were analyzed, and the remaining tasks and policy suggestions were also dealt with. Korea and Kazakhstan achieved trust and expanded cooperation in various fields through bilateral and multilateral dialogue. In particular, the ‘Korea-Central Asian Cooperation Forum’ played a pivotal role in strengthening solidarity not only between the two countries but also between Korea and the Central Asian region. In the future, especially in the economic field, both countries need to promote the Kazakhstan’s industrial advancement and future industry promotion policy of the two states altogether. In addition, the complementarity of the economic structure of two states can be an advantage for bilateral cooperation when the international supply chain is under reconstruction process. Kazakhstan can serve as a base for Korea’s advance into the Eurasian continent and cooperation with the Eurasian Economic Union (EAEU). Furthermore, cooperation between the two states will increase the policy autonomy of the middle-sized states from the pressure by major powers and become a driving force for independent development. However, in some cases, it is also true that there were criticisms that Korea-Kazakhstan cooperation remained in the form of a formal MOU. To overcome this, it is necessary to promote the establishment of institutional and financial support infrastructure that can help revitalize private exchanges at the level of the two governments. In addition, improving the quality of high-level talks between the two states and upgrading the ‘Korea-Central Asia Cooperation Forum’ to the summit level are also tasks that need to be achieved.
