Abstract
This study investigates the historical development of Korean language education for Japanese learners, covering the period from the 1720s to the 1970s. Following the Meiji Restoration, Japan trained interpreters using Korean language pedagogy accumulated since the Edo period as part of its colonial expansion. In colonial Korea, Korean language education for Japanese officials and students aimed to promote assimilation and facilitate governance. After the March First Movement, the Government-General of Korea incentivized Korean learning through allowances based on examination results, but such education declined in the late 1930s with intensified assimilation policies. After Japan’s defeat in World War II, colonial perceptions of Koreans as threats persisted. During the Cold War, Zainichi Koreans were surveilled and controlled, leading the Japanese government to resume Korean language education for public security personnel, often taught by former colonial officials. Thus, special-purpose Korean education rooted in colonial practices persisted in postwar Japan, especially within security institutions.
