초록

본 연구는 우리나라 지방자치단체 평가에 대한 주민과 전문가들의 인식을 통해 지자체 평가의 문제점을 진단하고 향후 개선방향을 제시해 보고자 하였다. 본 연구에서 사용한 메타평가모형에 따라 지방자치단체 평가의 운영실태를 분석한 결과, 평가여건, 평가활동, 평가성과 등 메타평가의 모든 측면에서 평가의 효율성과 효과성이 떨어지는 것으로 나타났다. 특히, 현행 지방자치단체 평가제도가 주민에게 필요한 정보를 제대로 제공하지 못하고 피평가기관인 지방자치단체의 개선에도 제대로 활용되지 못하고 있다는 것은 중앙정부가 주관하고 있는 지자체 평가의 목적달성도가 매우 낮은 것을 방증(傍證)하며, 따라서 현행 평가시스템에 대한 재검토가 필요함을 시사한다. 논문 접수일: 2008년 1월 4일 * 감사연구원 평가제도 연구총괄 팀장 ** 감사연구원 연구관지방자치단체의 설치목적이 지역의 활성화와 주민의 삶의 질 개선에 있다고 본다면 지자체 평가는 이들 두 가지 전략적 목표의 달성을 효과적으로 평가할 수 있는 모형에 기반 하여야 할 것이다.

Abstract

This study set out to examine the perceptions of citizens and experts regarding local government evaluations, to diagnose the problems with the evaluations, and to suggest future directions for improvement. The meta evaluation model was employed to analyze the status quo of local government evaluations. As a result, the respondents had negative cognitions of the evaluations from every aspect of meta evaluation including the conditions, activities and outcomes. The current evaluation system of local governments, in particular, failed to provide the citizens with necessary information. The evaluation results did not provide feedback to the improvement of local governments. It means that the effectiveness of local government evaluations performed by the central government is very low, and the current evaluation system should be reviewed. Given that the mission of local governments are to vitalize the local community and enhance the life quality of the citizens, local government evaluations should be based on a model that allows for effective assessment of the performance of these two strategic goals.
