지방행정 혁신평가결과의 수용도에 대한 영향요인 분석

행정자치부는 2005년부터 대규모의 인력과 비용을 투입하여 지방행정혁신평가를 실시하고 있다. 그러나 지방행정혁신평가결과에 대한 수용도가 높지 않다는 지적이 있어왔다. 이와 같은 현상이 발생한 원인은 다양할 수 있으나 그 중에 하나는 평가모형이 완벽하지 않았기 때문일 것이다. 이와 같은 배경하에서 본 연구는 2005년에 처음으로 실시된 지방행정혁신평가결과에 대한 피평가기관의 수용도를 확보할 수 있는 정책방향을 설계하기 위하여 착수하였다. 연구목적의 충족을 위하여 메타평가모형을 적용하였으며, 빈도분석과 다중회귀분석을 실시하였다. 분석결과 지방행정혁신평가결과의 수용도를 높이기 위해서는 다중회귀분석결과 유의미한 것으로 나타난 변수 중 빈도분석결과 부정적으로 응답한 변수, 즉 평가조직의 전문성, 평가위원의 전문성, 평정방법의 합리성, 평가결과공개 적절성, 사후조치 적절성 등을 개선하기 위하여 노력하여야 하는 것으로 나타났다. 이와 같은 요인들을 집중적으로 관리할 경우 지방행정혁신평가결과에 대한 수용도는 높아질 수 있을 것이다.
Abstract
Government Innovation of the Participatory Government began in 2003 and spread to local governments in 2004. Innovation of local governments is very important, because local governments are the contact points of the people. The Ministry of Government Administration and Home Affairs(MOGAHA) have used various ways such as operation of excellent local government groups, consulting them about innovation and so on. One of the ways is evaluation about local administrative innovation(ELAI). Successful evaluation has to ensure feasibility, reliability and acceptance of an evaluation model. MOGAHA has many workshops, public hearings, test evaluations for it. The first evaluation was executed in 2005, but the relevance of its model was not proved. The purpose of this study is analyzing the acceptance for evaluation results of local administrative innovation. This study used frequency analysis, correlation analysis and regression analysis. As a result, This study found some factors having relation to acceptance for the evaluation results of local administrative innovation. Also, this study suggests some policy implications to manage impact factors.
