Abstract

This study examines how North Korea’s external propaganda under Kim Jong-un has evolved through strategic linkage with Russian state media—RT and Sputnik. Prior scholarship has focused on domestic control infrastructures and classical propaganda, but has largely overlooked the systematic linkage between North Korean narratives and Russian outlets and the convergent coverage this linkage produces. Filling this gap motivates the present analysis. We compiled a corpus of RT/Sputnik materials on North Korea (2022 2025)—including straight news, features, and documentary content—and conducted a mixed-methods assessment. Qualitative coding captured topic focus, narrative framing, and audience-oriented formats; quantitative counts tracked frequency and timing; and process tracing mapped the re-circulation pathway by which foreign items are referenced, reframed, and domesticated in Rodong Sinmun and Korean Central Television. Findings indicate a functional division of labor. RT employs affect-rich storytelling and documentary techniques to normalize North Korea as a “normal state,” foregrounding human-interest angles and polished production. Sputnik concentrates on political-diplomatic beats—summits, treaty signings, defense cooperation, and elite statements—to project external legitimacy and policy rationality. North Korean media selectively re-import these items as internal propaganda assets, using third-party validation to reinforce regime legitimacy and to justify deepening military ties with Russia. Conceptually, the North Korea–Russia media strategic linkage operates less as routine journalistic exchange than as a hybrid information operation combining information warfare with cognitive and psychological influence. It targets both international perception (agenda-setting, credibility borrowing) and domestic cohesion (elite consensus signaling). Practically, the results inform the Republic of Korea’s cognitive-warfare education and mental readiness training, including instruction on third-party-validation cues and media-recirculation forensics.
