Abstract
On January 1, 2014, Kim Jung Un called “drone warfare” a decisive factor in the North Korean Army’s future. Kim’s regime revealed to the public its suicide attack UAVs (Unmanned Aerial Vehicles) in 2013 and small UAVs carried out reconnaissance missions over Seoul in March 2014. Despite North Korea’s UAV activities in South Korean territory, North Korea’s drone warfare technologies and the size of its UAV forces are unknown. This article examines North Korean drone warfare and analyzes why the Kim Jung Un regime pursues drone warfare. This article focuses on “usage and purpose of UAVs.” It concludes that North Korea’s use of UAVs is similar to that of China and dissimilar to that of the U.S. Pyongyang sees UAVs as a means to launch suicide attacks and it follows the Chinese model to build UAV forces. North Korea’s UAVs are inferior in quality to those of South Korea. Given North Korean weaknesses in platform-based forces (jet fighters, tanks and naval vessels), it uses UAVs as projectiles to overcome these shortcomings though the North Korean way of “equifinality.” Unlike the U.S. and South Korea, North Korea doesn’t need high capability UAVs. Instead, North Korea will use them for a first strike on covered facilities in South Korea. Thus, North Korea increases its first-strike capability with UAV forces and North Korea’s UAV acquisition reveals that Kim Jung Un’s military doctrine is centered on a first strike. This article also concludes that North Korea has built UAV forces through reengineering and replication. The North Korean way of acquisition will allow Pyongyang to build UAV forces at an alarming rate and a drone-armed North Korea makes Korean peninsula instability more likely because North Korean military forces will be more aggressive.
