북한의 ‘핵 확전 위협 전략’에 대한 국가 위기관리 방향: ‘확전사다리’와 ‘1차공격안정성’을 중심으로

한미는 북한이 핵무기의 선제공격 가능성을 지속 시사하면서 ‘핵 확전 위협 전략’을 구사하고 있다고 분석하고, 낮은 수준의 위기부터 높은 수준의 확전 단계까지 신뢰할 수 있는 억제력을 제공하기 위해 핵전력에 기반한 위기관리 전략을 구체화해 나가고 있다. 본 논문은 북핵 위협에 대한 한미의 위기관리 전략을 평가하고 발전 방향을 제시하기 위해 ‘확전사다리(Escalation Ladder)’와 ‘선제공격안정성(First Strike Stability)’ 측면에서 북한의 ‘핵 확전 위협 전략’을 분석하고, 북핵 위기가 고조될 경우 한미가 선택할 수 있는 옵션에 따른 위기관리 시나리오를 평가했다. 평가 결과는 북핵 위기가 고조될 경우 확전 문턱(Escalation Thresholds), 확전 우위(Escalation Dominance)의 차이로 인해서 위기 불안정성이 증가하고, 핵전쟁으로 확전될 가능성이 높다는 것을 보여준다. 또한, 한미의 국가 위기관리 전략은 ‘선제공격안정성’ 기반 전략 및 정책 발전, ‘핵 금기 문턱’을 높이기 위한 국제적 협력 강화, 핵 사용 문턱 아래에서 위기관리 수단 다양화 등을 추구해야 할 것이다.
Abstract
South Korea and the United States analyze that North Korea is using a 'nuclear escalation threat strategy' by continuously suggesting the possibility of a preemptive strike with nuclear weapons, and are developing nuclear-based crisis management strategy which provide a reliable deterrent from a low-level crisis to a high level of escalation. This paper analyzes North Korea's 'nuclear escalation threat strategy' in terms of 'escalation ladder' and 'First Strike Stability (FSS)' in order to evaluate ROK-US crisis management strategies against the North Korean nuclear threat and suggest development directions, and evaluated crisis management scenarios according to the options that Korea and the United States can choose if the situation escalates. The evaluation results show that if the North Korean nuclear crisis escalates, the instability of the crisis will increase due to differences in escalation thresholds and escalation dominance, and there is a high possibility that it will escalate into nuclear war. In addition, the ROK-US national crisis management strategy should pursue the development of strategies and policies based on 'First Strike Stability (FSS)', strengthening international cooperation to raise the 'nuclear taboo threshold', and diversifying crisis management tools below the nuclear use threshold.
