북한의 핵 위협이 고도화되면서 한국의 핵전략 논의도 본격화되었다. 한미동맹의 확장억제 전략이 강화되고 있는 가운데 독자적인 핵 잠재력의 보유, 핵무장론까지 제기되고 있다. 그러나, 다원화된 핵전략 논의에도 불구하고 북한의 핵 위협수준에 대한 총괄평가는 미흡하다. 본 논문은 북한의 핵 능력과 의도의 통합적인 평가에 근거하여 재래식·핵통합(CNI) 억제방안을 제시하는 것을 목표로 한다. 월트(Stepthen M. Walt)의 위협균형론과 나랑(Vipin Narang)의 지역 강국의 핵 태세를 분석개념으로 북한의 핵 능력과 의도를 9가지 위협수준으로 개념화한다. 이를 근거로 북한의 9가지 위협수준별로 핵에 의한 확장억제, 3축 체계에 의한 통합억제 전략을 제시한다. 그리고 북핵위협에 대응하는 억제전략의 보완점을 검토하고 한·미 재래식·핵통합(CNI) 억제전략의 발전방안을 제시한다.
Abstract
As North Korea’s nuclear threat has advanced, discussion on South Korea’s nuclear strategy have also begun in earnest. While the extended deterrence strategy of the Korea-U.S. alliance is being strengthened, there is even an independent theory of nuclear armament with nuclear potential. However, despite the diversified nuclear strategy discussion, the overall assessment of North Korea’s nuclear threat level is insufficient. This paper aims to analyze the actual level of North Korean nuclear threat and suggest conventional nuclear integration(CNI) deterrence measures suitable for the level of threat. To this end, the level of threat is analyzed by evaluating the offensive capabilities and offensive intentions of North Korea’s nuclear weapons based on Walt’s theory of threat balance and the nuclear posture of Narang’s regional powers. The North Korean nuclear threat level is classified into nine types, and extended deterrence measures by nuclear and deterrence measures by triaxial systems are integrated and presented for each threat level. It presents complementary points for measures to curb the current North Korean nuclear threat level and suggests development measures for conventional nuclear integration between South Korea and the U.S.
