전략적 성과관리와 합리적 쓰레기통 모형에 대한 경험적 연구

본 연구는 기존의 의사결정 모델들 중 쓰레기통 모형(Garbage Can Model)의 논거를 살펴보고 광역 및 기초 지방자치단체의 성과관리과 관련된 경험적 데이터에 기반 하여 조직차원에서의 전략적 성과관리가 어떻게 합리적 의사결정에 연결될 수 있는지를 분석하는 것을 목적으로 한다. 전략적 성과관리 관점에서의 분석을 통해 조직의 관리자들이 기존의 쓰레기통 모형에 기반 한 Kingdon(1984)의 모델을 넘어서는 새로운 패턴으로 정책결정을 하고 있다는 점을 경험적으로 밝히고자 하는 것이다. 본 연구는 실제 정책(의사)결정이 정치적, 사회적 상황 때문에 비합리적이고 점증적으로 이루어 질 수밖에 없다는 (따라서 합리모형은 현실적합성이 없다는) 쓰레기통 모형의 가설과는 달리 실제 유능한 기관장이나 관리자는 비합리적인 상황 속에서 자신들이 의도했던 우선순위에 있는 정책들을 시민들의 호응도를 얻어가면서 합리적으로 집행해 나간다는 것을 증명하고자 하는 것이다. 이른바 Kingdon(1984)의 모형을 보완한 ‘합리적 쓰레기통 모형’의 새로운 모델을 제시해 보고자 하는 것이다. 분석결과 겉에서 보기에는 쓰레기통 모형처럼 정책이 움직이는 것 같지만 사실상 많은 부분은 합리적 의사결정에 의해 대중과 정치권의 관심을 획득하고 이를 통해 정책의 창(policy window)를 관리해 나간 다는 점을 발견하였고 이와 관련한 향후 연구의 함의와 방향을 제시하였다.
Abstract
This study explores Kingdon's Garbage Can Model in conjunction with strategic performance management in governments at the local level. Based on performance measurements and analyses results in three local governments (Bucheon City, Jeonbuk Provincial Government, and Chungnam Provincial Government), this study finds that some local entities with dynamic performance management experience utilize performance information and manage the so-called 'policy window' using reference points for framing policy issues to get attention from citizens. Rather than relying upon policy windows generated by garbage can model, these local entities were able to control over policy agenda and issues in a rational way. From this perspective, this study name it as rational garbage can model for policy decision makings. Findings are discussed and implications suggested for future research.
