필리핀 아라우 부대 파병정책 결정과정에 관한 연구

이 연구는 10여 년 전 슈퍼태풍 ‘하이옌’으로 막대한 피해를 입은 필리핀 재해복구 및 인도적 지원 임무를 수행하기 위해 파병되었던 아라우 부대의 파병정책 결정과정을 분석하여 제시하였다. 아라우 부대는 한국의 해외파병 역사상 유엔이 아닌 재해 당사국의 요청을 받아 파병된 최초의 사례로, 6·25전쟁 당시 유엔군의 일원으로 참전했던 필리핀에 대한 보은(報恩)의 파병이자, 육·해·공군, 해병대로 편성된 합동부대 파병이었다. 이 연구를 통해 앞으로 한국이 해외파병 정책을 결정하는데 참고할 수 있는 세 가지의 정책적 함의를 도출하였다. 첫째, 한국은 공공외교의 차원으로 재해 당사국인 필리핀 정부로부터 직접 요청을 받아 재해복구 및 인도적 지원 목적의 파병을 통해 국가 위상에 걸맞게 국제사회에 기여한다는 해외파병의 가치를 실질적으로 구현하였다. 둘째, 한국 정부는 필리핀 정부로부터 파병 요청을 받은 지 16일 만에 모든 정책결정 절차를 완료하여 최단기간 내 파병이라는 기록을 남겼다. 이러한 배경에는 파병의 긴급성과 당위성에 대한 국민적 지지와 공감대가 있었기 때문이다. 셋째, 아라우 부대는 육·해·공군, 해병대로 편성된 최초의 합동부대였다. 합동부대 편성 배경은 당시 해외에 파병되었던 부대 규모와 북한 도발에 대한 대비태세 등을 고려하였다. 이 연구는 선행연구에서 다루지 않았던 아라우 부대의 필리핀 파병정책 결정과정을 부대 단위 해외파병 절차를 적용하여 분석함으로써 역사적 사료로서의 가치를 부여하였다는 점에서 연구의 가치가 있다.
Abstract
This study analyzes the policy decision-making process behind the dispatch policy of the Araw Contingent, which was deployed to the Philippines more than 10 years ago to perform a disaster relief and recovery mission. This study derives three policy implications that can determine Korea's future overseas dispatch policy. First, Korea has recognized the importance of overseas dispatch as a form of public diplomacy, as it contributes to the international community in a manner worthy of Korea's national status through its deployment to the Philippines. Second, the Korean government completed all policy decision-making procedures just 16 days after receiving a request for overseas dispatch from the Philippine government, setting a record for the shortest period of overseas deployment. This swift decision-making was backed by public approval and a strong consensus on the urgency and justification of the dispatch. Third, the Araw contingent was the first joint unit. In preparation for a population decline expected to occur from the mid-2030s, future overseas dispatch units should also be organized as joint units. This study provides a historical record by analyzing the policy decision-making process behind the Araw Contingent’s overseas dispatch, applying the unit overseas dispatch procedure for the first time.
