Abstract
The evolving global Peacekeeping Operations (PKO) environment, increasingly complex due to Fourth Industrial Revolution technologies, demands a multifaceted approach beyond traditional military mandates. This study deeply analyzes the innovation trajectory of the Republic of Korea (ROK) military's PKO within this challenging context, ultimately seeking practical strategies for its sustainable development and enhanced international standing. The 'PKO innovation' discussed in this research denotes a holistic process encompassing the maximization of mission efficiency, application of advanced technologies, local civil-military cooperation, and organizational culture improvement, thereby enhancing PKO effectiveness and sustainability. To this end, the activities of the Dongmyeong Unit in Lebanon and the Hanbit Unit in South Sudan, serving as exemplary cases of ROK PKO innovation, were thoroughly examined. Their innovation efforts were meticulously reviewed from the perspective of three core strategic directions identified in this study: expanding technology-based capabilities, establishing sustainable long-term operational strategies, and strengthening international standardization and cooperation. Analysis results confirmed that the Dongmyeong Unit focused on advancing surveillance and reconnaissance and strengthening local community trust through civil-military cooperation, while the Hanbit Unit concentrated on building smart camps based on advanced technology and fostering self-reliance among local populations. The cases of these two units clearly demonstrate that the ROK PKO constructs flexible and creative innovation models by organically integrating technology and civil-military cooperation according to diverse mission environments. As policy implications, this study proposes that, based on these innovative experiences, the ROK PKO must evolve beyond traditional troop-centric deployments into an advanced technology-based smart PKO model. This transformation is expected to maximize PKO efficiency and safety, thereby solidifying the Republic of Korea's standing in the international community and expanding its role as a leading UN PKO contributor.
