해외파병 국방정책 결정에 관한 연구: 통합적 모형의 개발 및 적용을 중심으로

본 연구는 Allison의 정책결정 3모델, Rosenau의 예비이론과 Putnam의 양면게임 이론을 통합한 새로운 파병결정 과정 분석모델을 개발하여 베트남 파병결정과정과 이라크 파병결정과정을 분석의 대상으로 설정하였다. 본 연구는 한국군 파병 사례의 분석결과를 토대로 앞으로의 파병정책결정 과정의 변화를 예측해 본 결과, 정부형태가 Allison의 세 가지 모델 중, 정부정치모델에 더욱 부합되는 의사결정 형태를 보일 것을 예상하였다. 그러므로 앞으로 파병정책결정과정에서의 변수 우선순위는 사회→정부→개인→체제의 순으로 나타났다. 본 연구결과를 통해 정책적으로 협상 대표자가 상대국과 가능한 모든 합의점을 도출하여 자국의 국가이익을 최대화 할 수 있도록 해야 할 것이다. 중대한 국익이 결부되어 반드시 성사가 필요한 협상일 경우, 충분한 국내 여론 결집을 거쳐 정부 윈셋의 유동성을 높이고, 크기를 증대시키는 것이 유익할 것이다.
Abstract
The purpose of this study is to analyze the process of overseas military dispatch to Vietnam and Iraq, by analyzing a new dispatch decision making analysis model, which is developed by consolidating the three models of policy decision making by Aillson, the pre-theory model of Rosenau, and the two-level game theory by Putnam. Based on the past decision-making process for the military dispatch of South Korean military forces in this study, the changes in the military dispatch decision making of the future was anticipated to evolve into a form of decision making which more closely matches with the government politics model among the three models of Allison. Therefore, the priorities of the overseas military dispatch decision making in the future will be in the order of the society → government → individuals → system. Through the results of this study, it is necessary to make it possible for policyholders to maximize their national interests by expanding the winset of the other country. In the case of negotiations that require significant success due to significant national interests, it would be beneficial to increase the liquidity and increase the size of government winsets through sufficient domestic public opinion.
