Abstract
This article explores the ‘development direction of the Korean veterans’ welfare system through the welfare policies of major countries around the world.’ Major countries’ welfare policies are related to their social and cultural environments and historical backgrounds. This study focuses on the history and characteristics of the welfare policies of each country, the compensation and promotion of each country, and implications, focusing on the cases of the United States, an advanced liberal democracy, the United Kingdom, which enjoyed the glory of the British Empire, Japan, a historically close neighbor to Korea, and Germany, which was divided after World War II and then unified. The United States developed veterans' policies based on compensation for the sacrifices of veterans, and the United Kingdom also limited the field of veterans to veterans, so private organizations such as the Royal British Legion are playing a big role in veterans. Japan has revived a pension-like ‘eun-geub’ system and is expanding memorial and enhancement activities by advocating invasion and damage. Germany was defeated in World War II and encompassed a number of aid laws as the 'Social Compensation Act', and in the process of integration, the 'Federal Protection Act' was gradually applied to East Germany in accordance with the transitional regulations of related laws and regulations. In addition, through the enactment of the law for the liquidation of the past of the East German system, the 'Federal Protection Act' was applied mutatis mutandis to symbolize the determination of the national community. As a result of the study, it is time for Korea to develop the paradigm of veterans. If we have focused on independence, patriotism, and democratization, we need to evolve into national integration that completes the unification work from division in the future. To this end, it is proposed to establish a 'Korean-style veterans system' that considers Korea's historical specificity, to contribute to social integration by more actively reflecting veterans' policies for democratic development, to implement veterans' governance aimed at overcoming division and unification, and to contribute to resolving current issues by focusing the capabilities of veterans' policies on supporting veterans in the mid to long term. In conclusion, the veterans policy is a system to promote community orientation such as national identity and patriotism, which promotes the spirit of patriotic devotion and internalizes it as a spiritual value of social maintenance and national development. It is imperative for the Republic of Korea to combine the policies and institutions of major countries with the reality of overcoming division, establishing peace, and unifying.
