관료 나르시시즘의 원인에 관한 탐색적 연구

이 연구는 관료 혹은 관료제를 이해하기 위한 개념으로 제기된 관료의 나르시시즘 논의를 좀 더 진전시키려는 시도이다. 이 연구를 통해 필자가 지난 연구에서 제기한 관료의 나르시시즘이라는 현상이 존재한다면 그 현상의 원인이 무엇인가에 관한 질문에 대답하려고 하였다. 이러한 시도는 관료에게 나타나는 나르시시즘이라는 정신병리학적 현상의 원인도 역시 심리학적인 접근을 통해서 밝혀야 하지 않는가 하는 문제의식 하에서 이루어졌다. 이를 위해서 이 연구는 이제 막 사무관이 된 관료들을 대상으로 심층면접을 실시하였다. 심층면접의 결과 이들 신임 사무관들이 어떤 동기에서 관료가 되었고, 그러면서 관료의 일에 대해서 어떤 기대를 가졌는지를 확인할 수 있었다. 그리고 이는 이들이 지닌 관료의 일 혹은 공직에 대한 이상화된 상에 기인하고 있음을 볼 수 있었다. 그러나 이러한 이상화된 상은 현실을 통해 좌절되는 모습을 보이고 있었다. 이 연구는 이를 통해 관료들이 어떻게 좌절하고 있는지를 보여주었다. 더불어 이들의 좌절에 대한 심리적 대응이 자기에 대한 집중으로 이어지고 있음도 드러내 보이고 있다. 이 연구는 이 같은 좌절에 대한 심리적 대응으로서의 자기에의 집중이 관료를 나르시시즘으로 이끄는 원인일 수 있다는 점을 보여주고자 했다.
Abstract
This Study is an attempt to further the discussion of the narcissism of bureaucrats, which I proposed in a previous paper to deepen our understanding of the modern bureaucrats and bureaucracy. If the characteristics of narcissism are notable among bureaucrats as my previous study claimed, this study is designed to figure out the reasons. To do so, this study carried out in-depth interviews with 14 newly appointed deputy directors. Their answers show the main motivating factors of their career choice and their specific expectations. Above all, these young bureaucrats share an idealized image of a bureaucratic work or a public servant, which cannot be maintained in the face of reality, and leads to their frustrations. The hypothetical conclusion of this study is that the narcissism of bureaucrats can be a psychological response to these frustrations, which makes them focus on their selves.
