공공기관장의 개인적 특성은 여러 가지 경로를 통해 공공기관의 성과에 영향을 미친다. 공공기관장은 다양한 개인적 경력과 정치적인 성향 등 고유한 심리적 특성을 가지고 있을 가능성이 높음에도 기존의 연구는 기관장의 학력, 전공이나 지역적·정치적 연고 등 외형적인 특성에 집중된 반면 기관장의 심리적 특성에 초점을 맞춘 연구는 부재하다. 본 연구는 공공기관장의 심리적 특성 중 나르시시즘을 비대면적인 방법으로 측정하고 나르시시즘이 공공기관 성과에 어떠한 영향을 미치는지를 실증적으로 분석하였다. 분석결과 공공기관장의 나르시시즘은 공공기관의 성과에 긍정적인 영향을 미치는 것으로 나타났다. 하지만 이러한 관계는 공공기관장이 정치적으로 임명되어 공공기관장의 나르시시즘이 업무 능력에 근거하지 않을 때에는 오히려 부정적인 결과를 나타내었다. 본 연구는 향후 공공기관의 운영 시 기관장의 개인적 특성 특히, 심리적 특성이 기관의 성과에 영향을 미칠 수 있다는 점을 보여준다는 점에서 공공기관 운영에 시사점이 있다고 하겠다. 더불어 기관장이 정치적으로 임명되어 기관장의 나르시시즘이 왜곡된 자기애나 자기 능력에 대한 과신으로 나타나는 경우, 나쁜 리더십 (Kets de Vries, 1993)으로 작용하여 기관의 성과에 부정적인 영향을 미친다는 것을 보여줌으로서 나르시시즘이 높은 인사에 대한 정치적 임명은 신중을 기해야 한다는 점을 시사한다.
Abstract
This paper examines whether personal characteristics of State Owned Enterprises(SOE)’CEO affect performance of SOE. Specifically, this paper investigates the effect of narcissism of SOE’s CEO on firm’s performance. While prior studies show that narcissism affects firm’s performance it is not clear whether these studies apply to SOE because CEOs of SEOs have a fixed term and employees of SEOs have higher job security than those of private firms. I find that narcissism of SOE’s CEO has a positive effect on firm’s performance. However, in the case of politically appointed CEOs, narcissism has a negative impact on performance. I argue that this result is due to the fact that narcissism of politically appointed CEOs is not related to expertise and knowledge of jobs. This study suggests that while narcissism of CEOs has a positive impact on firm’s performance narcissism that is not related to job has a negative impact on performance implying political appointment of SOE’s CEO needs to be reconsidered.
