관료제의 이론적-철학적 변호: 반관료주의(신자유주의) 행정개혁 담론의 극복과 제언

초록

하나의 지배적인 사상과 관점이 대안적인 관점을 보이지 않게 하고 또 사고되지 않게 억압하는 문제를 지닐 때, 대안적 사상의 이론과 처방을 찾아내고 확보하는 일은 중요한 철학적 작업이다. 오늘날 행정개혁 담론에서 지배적인 사상과 관점은 관료(제)를 나쁘게(만) 바라보는 반관료주의 및 신자유주의 논리이다. 이는 관료제의 잠재적인 병리와 오류를 진단하고 해법을 제시한다는 점에서 일견 타당성을 지닌다. 그러나 때로 관료제의 소멸과 대체를 주장하거나 부정적인 ‘낙인찍기’ 혹은 ‘후려치기’를 통해 비대칭적인 관점을 과다화 함으로써 교조주의의 혐의를 피하기 어려운 상황이 야기된다. 한편 관료제는 경쟁 및 갈등하는 사적이해관계를 초월하여, 장기적인 시야에서 비당파적인 의사결정을 내릴 수 있는 유일한 정책행위자이다. 따라서 보다 건강한 담론은 지배적인 사상과 관점에 구속받지 않는 관료제의 가치와 한계에 대한 균형 잡힌 논의일 것이다. 본 연구는 교조화 된 반관료주의(신자유주의) 사조에 대응하여 어느덧 색 바랜 관료제의 개념을 복원하고 대안적 관점의 의의를 환기하고자 하였다. 이를 위해 기존의 반관료주의 이론들에 대한 검토와 더불어 베버의 합리성 개념에 대한 원전에 바탕을 둔 이해를 통해 ‘관료제적 가치’를 논의하였고, 한국 행정학에서의 실천적 의미를 탐색 및 제언하였다.

Abstract

This study seeks to overcome the predominance of neo-liberalism on the theory and practice of administrative reform, and recover the overlooked value of Weberian bureaucracy. This study particularly focuses on the concept of ‘rationality’ with regard to what it genuinely was meant to argue in the Weber’s original volumes. By doing so, the author attempts to regain the balance between the competing philosophical views toward administrative reforms.
