군 주둔의 지역경제 효과 추정 및 기여도 증진방안 연구

Abstract

This research has been conducted with three objectives in mind. First, it has tried to identify the nature and extent of the economic links between military bases and their surrounding areas. Second, it has estimated and evaluated the economic impacts of military bases on their communities. Finally, it has tried to elaborated the ways to enhance military contributions to the regional economic well being and local tax revenue. In order to achieve these objectives, this research has tried to estimate economic and fiscal impacts on GyeongGi Province in general and 31 counties in the province in particular in 2007. As a result, it has found out that military presence can be bring some economic and fiscal effects on the surrounding areas through consumption and tax payment. It also has identified that the economic effect explains for 1.6% of the GRDP of GyeongGi Province and 5.6% of the GRDP of northern GyeongGi Province in 2007. Especially, it has confirmed that the military consumption activates local service industries because military personnel spend most of their incomes to buy foodstuffs such as meal, food and drink etc., and that the impacts occur consistently regardless of the economic cycle. In conclusion, the research offers two recommendations. First, we need to change the current military purchase system in order to encourage expenditure of military personnel for the community. For example substitute some of the military central purchases for local purchases. Second, to increase local tax revenues, we need to increase the rate of central government subsides for local governments, that applies only to military facility protection zones.
