육군 징집병 군사특기일치율의 저조 원인과 개선방안에 관한 실증적 연구

본 논문의 목적은 육군 징집병의 군사특기일치율이 저조한 원인을 체계적으로 분석하고 이를 개선하기 위한 대안으로서의 병역자원 분류체계의 일원화, 즉 군사특기분류체계로의 통합의 효과를 실증적으로 분석하는데 목적이 있다. 육군 징집병을 대상으로 실시한 실증 분석 결과 병역자원 분류체계를 군사특기 분류체계로 일원화할 경우 군사특기일치율이 현재의 이원화된 분류체계를 적용할 때 보다 최소 25% 이상 향상된다는 것이 밝혀졌다. 따라서 병무청의 적성분류체계와 육군의 군사특기분류체계를 군사특기분류체계로 일원화하거나 또는 세분화된 직군 분류체계로 통합할 경우 군 병역자원 획득의 효과성이 크게 향상되어 예산 절감과 전투력의 향상, 군복무자의 만족도 향상에 기여할 수 있을 것으로 기대된다.
Abstract
The purpose of this study is to verify empirically the integrated military human resources classification system in acquisition and deployment in the Korean Army. The difference in the classification system between the Military Manpower Administration’s aptitude-based classification system for conscription and the Korean Armyʼs military specialty-based classification system for deployment has been a major reason for the imbalance between availability of and demand for the human resources. The empirical analysis of the effect of the so-called Integrated military human resources classification system, which has been suggested as a measure to improve the imbalance problem, has resulted in the increase of accuracy in supplying conscripted human resources for the required positions. It implies that integration of military human resources classification system between the two institutions is urgently needed in order to improve the effectiveness of conscripting and deploying human resources in the Korean army.
