Abstract
The Year 2003 marks the 50th anniversary of the 1953 ROK (Republic of Korea)-U.S. Mutual Defense Treaty. In the contemporary history of international relations, a 50-year alliance is a very unusual thing. For the past half century, the alliance has played a key role in ensuring peace and stability on the Korean Peninsula as well as in Northeast Asian region as a whole. Despite its past achievements, however, the alliance is put to the test due to changed circumstances both in Korea and the United States. Facing the mounting anti-American sentiments in Korea, the incoming Roh Moo-Hyun government should endeavor to restore strained Korea-US alliance partnership. In the near future, both the United States and Korea should acknowledge that the ROK-US alliance is fundamentally asymmetrical in its nature, and the utmost goal of realignment is more equitable and balanced alliance partnership, rather than withdrawal of the US forces from Korea. At the same time, both government should acknowledge that they share very important strategic interests in its alliance relationship. Based on these premises, ROK government should do the following: First, delay the launch of any discussion of USFK realignment until the situation on the Korean Peninsula is stabilized. Second, both government should address the perception gap toward North Korea urgently. Third, take relevant steps to control rising anti-American sentiments in Korea. Fourth, improve Korea's share of responsibility in combined defense posture by devising step-by-step measures that gradually return wartime operational control to ROK government. Fifth and finally, ROK government should enhance its diplomatic leverage by expanding contacts with US congres and various think tanks in the United States.
