본 연구는 지역과 정당과의 피상적 연계성이 약화되면서 나타난 한국 정당정치의 위기에 대응하여 한국 정당들이 유권자와의 연계성을 강화할 수 있는 방안을 모색하고자 한다. 이를 위해 초국적 정당인 유럽사회당의 유럽의회 내 원내정당이라 할 수 있는 유럽진보연합에 대한 문헌 자료 수집과 기술적 사례분석을 시도하였다. 특히 1979년 이후 유럽사회당의 메니페스토 및 상징물의 변화를 분석하였다. 연구결과는 유럽통합 초기부터 유럽사회당의 회원국 정당들 간 정책 공조의 노력은 유권자에게 지속적으로 일관된 정책적 입장을 전달해 왔음을 보여준다. 이러한 정책적 일관성은 유럽사회당의 유럽의회 내 원내정당이라 할 수 있는 유럽진보연합의 득표율 및 유럽연합 회원국들의 투표율의 안정성과 일정 정도 연관성이 있음이 드러났다.
Abstract
This article explores a way of improving the linkage between Korean voters and parties in response to the current crisis of party politics in Korea. In so doing, it performs a descriptive analysis of the policy consistency at the Party of the European Socialists(PES), a part of whose members consists of the Progressive Alliance of Socialists and Democrats (S&D) in the European Parliament. Results from the analysis of the party’s official documents such as party manifestoes show that the arty has made enduring efforts to deliver consistent policy positions to their supporters in Europe. In addition, high turnout rates in the European elections among the old member states and low rates of defection from party support show that the policy consistency of the party may help to develop a stable party support among European voters.
