본 연구는 2014년 유럽의회 선거에서 회원국 내 국가정당들의 득표율 변화를 분석한다. 유럽의회 선거에 관한 대다수의 기존문헌은 각 정당의 크기 및 집권당 여부와 같은 국내정치적 요인이 각 정당의 득표율에 영향을 미친다고 주장한다. 본 연구는 유럽의회 선거를 이순위 국내경쟁으로 간주하는 위와 같은 주장이 리스본 조약에 따른 새로운 정치환경속에서 치러진 2014년 유럽의회 선거에서 유효한지를 검증하고자 한다. 본 연구 결과는유럽회의주의정당들의 성공과 같이 유럽적 요인에 따른 정당별 득표율에 유의미한 영향을미쳤음에도 불구하고 이순위 국내경쟁적 특성 역시 여전히 유지된 선거임을 보여준다. 특히 유럽집행위원장 후보들에 의한 범유럽적 차원의 선거캠페인이 각 국가정당의 득표율에유의미한 영향을 미치지 못함으로써 유럽적 요인이 선거결과에 결정적인 영향을 미쳤다고평가하기에는 이르다고 하겠다.
Abstract
This article analyzes national parties’ vote shares in the 2014 European Parliament(EP) elections. Previous studies argue that EP elections are characterized as second-order national competitions in which both party size and governing party status mainly determine the electoral fortunes of national parties. However, this study examines whether the pan-European factors such as Eurosceptic positions of national parties and the electoral campaigns conducted by the candidates of the President of the European Commission have influenced the electoral outcomes of the 2014 EP elections. Results show that, in the 2014 EP elections, pan-European factors matter but the characteristics of the second-order national competitions still remain. In particular, while the governing party statue does not have a significant effect on the loss of vote shares, Eurosceptic national parties are likely to increase their vote shares. Also, the electoral campaigns by the candidates of the Commission President do not help parties’ vote shares. Therefore, it is too early to say that pan-European factors have relatively more explanatory power than those of the second-order national competitions over the EP elections.
