본 논문은 유럽의회 내에서 국가정당과 유럽정당이 서로 다른 피대표자를 대표하면서 나타나는 정책책임성(policy accountability)의 경합(competition) 현상을 분석한다. 특히 한-EU FTA 사례 분석을 통해 재분배 정책적 특성을 포괄하는 정책에 대하여 책임성이 경합하는 현상을 규명하고자 한다. 이를 위해 유럽의회 내에서 개별적(individual) 책임성보다 집합적(collective) 책임성이 발전하는 요인 및 집합적 책임성을 두고 경합이 이루어지는 요인에 대한 이론적 논의를 검토한다. 또한 경험적으로 한-EU FTA를 다룬 중요 본회의 회의록과 FTA안에 대한 기명투표기록을 분석함으로써, 재분배적 성격을 지닌 정책에 대한 책임성의 특성을 검증한다. 본 연구의 결과는 재분배정책 영역의 정책과 관련한 국가정당과 유럽정당 간 정책책임성 경합은 국가정당이 우위를 점하는 경향이 있음을 보여준다.
Abstract
This article examines a feature of policy accountability of European Parliament(EP) with a focus on the legislative processes of the Korea-EU FTA. In particular, it investigates potential competitions for policy accountability between national parties and European political groups inside the EP. In so doing, it first reviews several institutional features of the EP and redistributive characteristics of the Korea-EU FTA, which help to develop collective policy accountability rather than individual policy accountability. After analyzing several legislative meeting minutes for the Korea-EU FTA and roll call voting records of the members of EP, it empirically verifies national parties are more likely to work as a collective accountable entity for the Korea-EU FTA than European political groups.
