본 연구는 2009년 6월 실시된 유럽의회(European Parliament) 선거가 기존에 제기되었던 '이 순위 국내경쟁(second-order national contests)'적 성격을 지속적으로 보여주고 있는 지를 경험적 연구를 통해 검증한다. 이 순위 국내경쟁이란 유권자들이 유럽의회 선거를 범유럽적 차원의 정치현상으로 간주하는 것이 아니라 국내정치의 연장선상에서 국내총선거보다 그 중요성이 덜한 선거로 받아들이는 현상을 일컫는다. 이 모델에 따르면 유럽의회 선거는 유권자들이 현 집권당을 심판(punishment)하거나 국내정치 권력구조의 개편에 대한 전략적 고려에서 벗어난 진정투표(sincere voting) 행태를 보인다는 것이다. 본 연구는 이러한 이론적 예측을 각 정당들이 2009년 유럽의회 선거와 유럽의회 선거 직전의 국내총선거에서 획득한 투표에 관한 경험적 자료를 활용하여 검증하였다. 연구결과 2009년 유럽의회 선거는 각 회원국 집권당의 패배라기보다는 중도우파의 승리라는 평가가 적절함을 보여준다. 각 정당의 크기를 통제한 경우 집권당의 지위 여부보다는 크기가 큰 정당들의 패배였으며, 진정투표 행태를 통한 군소정당의 승리였음이 나타났다. 결국 2009년 유럽의회 선거는 이 순위 국내경쟁적 성격을 완전히 탈피하지는 않았으나, 집권당에 대한 심판적 성격은 약화된 것으로 평가할 수 있다.
Abstract
This article empirical analyzes electoral performance of national parties in the 2009 European Parliament(EP) elections. Specifically, it tests theoretical arguments raised by the model of 'second-order national contests' of EP elections. In the 'second-order national contests', European voters do not consider EP elections at the European level, but regard them as less important national political phenomena. According to the model, voters may punish their governing parties or vote sincerely with no fear of changing national political configurations. Using vote share difference of national parties between the 2009 EP elections and national elections just before them, this article empirically tests whether those characteristics are still prevalent in the 2009 EP elections. Results show that it is more reasonable to say that both right wing parties and small parties win the race. The governing parties were not losers after controlling for party size. Instead, large parties including both governing and major opposition parties in fact lost their vote shares. Results imply that even though certain characteristics of the 'second-order national contests' still prevailed in the 2009 EP elections, voters' punishment on governing parties was not a determinant factor of them.
