본 논문에서는 최근 유럽의 새로운 안보위협으로 중국 위협요인에 관해 고찰하였다. 중국은 이전 시기에도 국제정세에서 중요한 위협요소로 자리매김하고 있었으나, 2010년대 이후 G2로 성장하며 우선순위가 높은 위협적 존재로 부상하였다. 이에 본고에서는 유럽연합의 입장에서 중국위협의 복합적이고 포괄적 측면을 고찰하고, 이에 대한 EU 및 주요 회원국의 대응을 분석하였다. 유럽대륙 국가들은 전통적 국가안보와 더불어 연합차원에서의 위기대응 방식의 제도화를 추구해 왔다. 이에 따라 EU안보에 관한 연구는 전통·비전통 안보 영역 확산에 대한 연합차원의 대응 및 초국적 협력 제도화에 집중되어 있다. 그러나 최근 전통·비전통 안보 영역 위기 유형은 복합 다단해졌으며, 좀더 포괄적 영역으로 확대되어 왔다.
Abstract
In this paper, a new security threat in Europe is considered as a threat to China. China was positioned as an important threat in the international situation even in the previous period, but since the 2010s, it has grown into G2 and has emerged as a high priority threat. In this regard, this paper examines the complex and comprehensive aspects of the Chinese threat from the perspective of the European Union, and analyzes the responses of the EU and major member states. In addition to traditional national security, European countries have pursued institutionalization of crisis response methods at the level of coalition. Accordingly, research on EU security is focused on cooperative response to the spread of traditional and non-traditional security areas and institutionalization of transnational cooperation. However, in recent years, the types of crises in the traditional and non-traditional security areas have become more complex and have been expanded to more comprehensive areas.
