Abstract

The 2014 annexation of Crimea and the 2022 Russia-Ukraine war signify the resurgence of a geopolitical era, extending beyond mere regional conflicts. Both events can be interpreted through classical geopolitical theory, particularly in terms of illegal territorial annexation and expansionism. However, this traditional lens falls short in explaining Russia’s broader influence-building strategy, which includes cooperation with countries in Asia, the Middle East, and Africa. This study argues that President Vladimir Putin’s Eurasian strategy encompasses not only aggressive expansionism but also geopolitical expansion through diplomacy and cooperation. While Aleksandr Dugin’s theory of “Neo-Eurasianism” offers a foundational framework, it is insufficient to fully explain Russia’s foreign policy under Putin. Therefore, this research incorporates an analysis of the 2023 “Concept of the Foreign Policy of the Russian Federation” to provide a more comprehensive understanding of Russia’s evolving geopolitical strategy. The case studies of China and Türkiye demonstrate that Russia is actively pursuing geopolitical expansion through diplomatic and cooperative means. Furthermore, given the consolidation of Putin’s power after the Russia- Ukraine war and the low probability of a near-term diplomatic shift by China and Türkiye toward an anti-Russian stance, significant changes in Russia’s diplomacy-oriented geopolitical strategy are unlikely in the foreseeable future.
