Abstract

What does Eurasia mean to the Russian Federation? Since the collapse of the Soviet Union, the identity of the new Russia, its geopolitical orientation, and even its geographic scope have all been subject to debate. The purpose of this paper is to examine the place of Eurasia in Russian government discourse. In particular, it focuses on the importance of space in foreign policy and the geographical conditions and discourse, examining the geopolitical conception of Eurasia and the ways in which Russian policymakers attach meaning to it. The geopolitical character and foreign policy of a state cannot be understood effectively without taking into account its national identity, national interests and foreign policy goals, and the geopolitical imagination of its various actors. This paper examines how the Eurasian region has been defined and redefined since Vladimir Putin took office as president in 2000, and how this geopolitical perception has been altered by factors such as the crisis in Ukraine. Until the early 2000s, the focus of Eurasian discourse was on the European roots of Russian culture and the development of collaborative relations with Western countries. The meaning of Eurasia has changed, however, with the beginning of Putin's third term (2012-2018), the declaration of the Eurasian Economic Union as a major policy goal, and the Ukraine crisis and subsequent confrontation between Russia and the West. The geopolitics has failed to provide the systemic account of how a state sees the world, how it spatializes the world, and how it responds to the strategic challenges it faces. Eurasia as ‘seemingly objective geography’ is not a fixed or immutable entity in the perceptions and imaginations of policymakers. That is, a state’s location and geographic conditions do not determine what foreign policy choices it will make, what alliances it will form, or what its ideological foundations will be. A prerequisite for the study of conflict and peace is to understand how the geopolitical imagination is influenced by factors ranging from political to historical and cultural, and how it evolves in relations with the outside world. Consequently, in order to analyze and understand Russia’s foreign policy and its implications, it is necessary to research for analyzing the strategic space from the perspective of the geopolitical imagination of the policy makers. This paper aims to point out the limitations of dichotomous analysis of geography and politics and emphasize the need for flexible analysis.
