ABM 조약 체결 과정의 재조명: 군비통제 정책의 경쟁적 본질을 중심으로

초록

본고는 ABM 조약에 대한 연구로, 분석 대상은 조약의 체결 ‘과정’이며 분석의 틀은 ‘성 대결 게임’의 논리구조이다. 또한 기존연구의 한계를 극복하기 위해 본고에서는 가공되지 않은 ‘1차 자료’, 즉 미국 정부의 기밀해제 문건들을 분석의 자료로 활용했다. 방어는 도덕적이고, 공격은 비도덕적이라는 인식은 전통적 상식의 영역에서 실재해오고 있다. 하지만 핵 시대에서 방어는 나쁜 것이라는 역설적인 전략사고가 제기된 바 있었고, 이런 문제의식에서 체결되었던 미-소의 ABM 조약은 서로의 방어력을 제한했다. 이후 국제사회는 ABM 조약이 냉전의 종식과, 미-소(러) 간 30년의 평화를 견인한 훌륭한 군축조약이라 평가했다. 하지만 본고는 ABM 조약이 창-방패의 모순을 해소하고 경쟁을 억제하기 위한 것이었다기보다는, 미국이 소련과 전략경쟁을 하는데 있어 이용했던 보다 효과적인 경쟁 수단이었음을 논증한다. 이를 통해 경쟁의 억제보다는 경쟁의 지속을 목표로 했던 ABM 조약을 재조명하고, 군비통제 정책에 내포되어 있는 경쟁적 본질에 대한 고민을 제언한다.

Abstract

The ABM treaty has often been mentioned for South Korea, especially in the face of the threat of North Korea's nuclear weapons program, to warn of the dangers of increased defense and to rein in its pace and direction. Furthermore, some argue that South Korea's offensive missile defense is responsible for reinforcing North Korea's nuclear weapons program to a certain extent, and it is also suggested as the basis for strategic logic against the deployment of THAAD on the Korean Peninsula. They warn us to remember a shield-spear contradiction and the ABM treaty. However, this study argues that the ABM treaty was an effective means of competition that the U.S. used in strategic competition with the Soviet Union, rather than to resolve a shield-spear contradiction and curb competition. Specifically, it proves that the real goal that the United States pursued in the process of signing the ABM treaty was to adjust its defenses to a certain level to make its attack more unique and advanced. I hope that the results of this study will help Korea look at arms control from a broader perspective and from various aspects and create an advantage in the future strategic situation on the Korean Peninsula.
