Abstract

This study qualitatively examines the current state of psychological warfare education in the Republic of Korea (ROK) Armed Forces through a three-factor analytical framework encompassing content, method, and environment, and proposes an education-oriented development model. The analysis draws upon a comprehensive review of domestic academic papers, policy documents—such as the Order on Discipline and Cultural Activities and the Basic Textbook on Psychological Warfare Education—as well as operational guidelines and field practices. (Content) The study identifies the need to explicitly align soldiers’ national, security, and military mindsets with the constitutional values of democracy, human rights, and the rule of law. It also emphasizes maintaining a balanced weekly distribution of these three pillars in mental strength education. (Method) Weekly mental strength training currently follows a blended lecture–discussion structure utilizing the National Armed Forces Broadcasting Service’s Strong Army Vitamin program and summaries from Defense Daily. To enhance engagement and personalization, this study proposes closing the pre-training (pre-check), mid-training (interaction), and post-training (reflection and feedback) loops through the Learning Management System (LMS) integrated with AI-driven recommendations. The adoption of Head-Mounted Displays (HMDs) and Virtual Reality (VR) systems is recognized as a powerful tool for improving immersion, empathy, and situational awareness; however, their implementation requires content standardization and strict adherence to safety protocols. (Environment) The ROK military’s standardized schedule—Wednesday morning sessions, 36 weeks per year, across all units—provides structural stability through unified command, standards, and infrastructure. Yet, minimizing deviations in execution requires operational monitoring using indicators such as the Weekly Education Index (WEI), Soldier Learning Analytics (SLA), and safety metrics. Based on these findings, this study proposes a bundled intervention framework consisting of a value alignment matrix, flipped/empathy/VR-in tegrated lessons, an LMS-based pre–during–post training loop, and an opera tional dashboard for real-time feedback. The results hold both academic and practical significance by translating the institutional discourse of mental strength education into an actionable and systematic instructional design.
