한국군 병영문화의 실태와 정신전력 시사점

이 논문은 급격한 병영 환경 변화에 따른 병영문화의 개선방향과 정신전력의 시사점을 제시하는데 그 목적이 있다. 이를 위해 병영문화를 바라보는 분석틀을 이론적으로검토하고, 한국군 병영문화의 전개과정을 시대별로 구분하여 평가하였다. 최근 한국군병영 주변의 환경은 MZ세대 장병들의 입대, 4차산업혁명시대, 인구감소 등으로 인하여기존과는 다른 새로운 전환점을 맞이하고 있음을 확인하였다. 이러한 환경에 적응하기위해 ‘절충형’ 병영문화의 분석틀을 적용하여 바람직한 병영문화 개선방향을 모색하였다. 새로운 병영문화는 ‘군대만의 정체성을 유지하되, 일반사회의 보편적인 가치를 수용하는 것”에 목표를 두어야 하며, 군사적 전문성과 정체성의 유지, 병영의 안과 밖의 문화적 격차를 해소할 수 있는 커뮤니티 환경 조성, 자율과 책임이 공존하는 열린 병영문화의 조성, 군·학연계에 의한 생산적 군생활 유도, 명랑병영 아이디어 창고 운영 등의대안들을 제안하였다. 또한 병영문화 개선 과정에서 군사적 요구와 사회적 요구가 적절히 절충될 수 있도록 정신전력의 관점에서 분석 및 평가, 피드백(feedback)이 이루어져야 한다. 정신전력 교육은 군사적 가치덕목과 시민의 보편적 가치덕목을 균형 있게 교육하는 ‘절충형 가치관 교육체계’로 재정립할 것을 제안하였다.
Abstract
The purpose of this paper is to suggest the direction of improvement of military culture and the implications of mental warfare according to the rapid change in the military environment. To this end, the analysis framework for looking at the military culture was theoretically explored, and the development process of the Korean military culture was evaluated by classifying it by period. Recently, it was confirmed that the environment around the barracks of the Korean military is facing a new turning point due to the enlistment of soldiers of the MZ generation, the era of the 4th industrial revolution, and a decrease in population. In order to adapt to this environment, a desirable military culture improvement direction was sought by applying a 'compromise' military culture analysis framework. The new military culture should aim at 'maintaining the identity of the military, but accepting the universal values of the general society', maintaining military expertise and identity, and a community environment that can bridge the cultural gap between the inside and outside of the barracks. Alternatives were suggested, such as creating an open military culture where autonomy and responsibility coexist, inducing productive military life through military-academic ties, and operating a cheerful barracks idea warehouse. In addition, in the process of improving the military culture, analysis, evaluation, and feedback must be conducted from the perspective of mental power so that military and social demands can be appropriately compromised. Mental power education was proposed to be reestablished as a 'Compromised values education system' that educates the military value virtues and the universal value virtues of citizens in a balanced way.
