정부기관 법인화의 행정책임성 문제: 농림수산분야 소속기관 사례

초록

본 연구에서는 농림수산분야 연구부속기관을 중심으로 최근 논의되었던 정부부처 부속기관 법인화가 4가지 행정책임성 차원에서 갖는 한계와 문제점을 분석하였다. 우리나라는 2008년 기준으로 중앙부처 부속기관이 총 471개로서 이 중 1차 부속기관이 157개, 2차 기관이 151개, 3차 기관이 163개에 이르고 있다. 정부 부속기관들 중 일부는 1999년부터 책임운영기관으로 지정되어 조직운영의 효율화와 서비스 향상을 통한 행정책임 제고를 도모해 왔으나 정부기관이 지닌 한계로 인해 이러한 기대효과 달성이 미진하다는 비판과 함께 최근 일부 부속기관들을 공공기관으로 전환하는 법인화 논의가 제기되었다. 그러나 정부 부속기관 법인화가 모든 분야에서 행정의 책임성을 제고할 수 있는 것은 아니며, 상황에 따라 정부기관으로 존치하면서 내부개혁을 강화하는 것이 행정책임 제고에 기여할 수 있는 경우도 있다. 이에 따라 본 연구는 선행연구를 통해 행정책임성을 4가지 차원으로 구분한 뒤 농림수산분야 연구부속기관을 중심으로 4가지 행정책임성 차원별로 법인화의 한계와 문제점을 분석하고 함의를 제시하였다.

Abstract

In the Korea, there existed totally 471 subordinate bodies of central government in the fiscal year 2008. Although, since 1999, about 40 organizations among them have been designated as the independent governmental bodies, they have been criticized for low accountability such as inefficiency, poor service quality, and low excellence. Therefore, some proponents have argued that as this problem results mainly from the fact that they are inflexible and bureaucratic governmental bodies, some of them should be corporatized as independent public agencies. In this backgrounds, this article analyzed the accountability problems of corporatization of governmental bodies into public corporate agencies focusing on national research institutes in the agriculture, forestry, and fisheries. It classified the accountability into four categories with both control mechanisms and core values, and argued limitations of corporatization of them from such four dimensions of accountability, and implications of analyses.
