본 연구는 우리나라 책임운영기관 제도를 변화관리 측면에서 개관하였다. 첫째, 우리나라의 책임운영기관 제도의 개념화에 있어 경쟁원리, 자체수입, 기업형 이라는 용어가 필요 이상으로 책임운영기관의 상업화를 연상시켜 제도에 대한 오해를 낳게 되었고, 2006년 이후 제도의 확산은 부분적으로, 정치적으로, 조각깁기식으로 확대되면서 책임운영기관의 선정 기준에 대한 일관성을 약화한 결과를 낳게 되었다. 책임운영기관에 대한 개념과 범위에 대한 재검토가 필요하다고 생각한다. 둘째, 제도의 정착과 확산을 위해서는 소수의 사례를 집중적으로 관리하여 성공사례의 확산이 필요하다. 동시에 책임운영기관화의 효과가 전체 행정시스템으로 전환되지 못하고 있다. 특히, 관리재량권의 측면에서, 책임운영기관이라는 구조적 분화가 기관장의 관리자율성으로 가시화될 필요가 있다. 그리고 성과평가의 측면에서, 책임운영기관 제도의 기본이념에 따라 행정안전부-책임운영기관에서 주무부처-책임운영기관으로 제도운영의 기본축이 전환될 필요가 있다. 이러한 맥락을 고려할 때 행안부가 주관하는 책임운영기관 평가위원회의 평가사업을 1년주기에서 3년 주기의 중장기적인 ‘Agency Review’로 그 기능을 전환할 수 있을 것이다. 대신에 중앙행정기관의 자체평가를 담당하는 책임운영기관심의회가 실질적으로 작동할 수 있는 방안을 적극적으로 모색하여야 한다.셋째, 이러한 시스템의 개선을 전제로, 책임운영기관의 범위를 확대할 경우 필요한 기준을 검토하였다. 기본적인 집행/운영기능 기준을 적용하면, 현행 중앙행정기관의 부속기관들이 우선적인 검토대상이 될 수 있으며, 청 단위 중앙행정기관, 나아가 본부의 집행/운영 기능이 검토대상이 될 것이다. 부차적 기준으로, 책임운영기관화 이후 불확실성에 따른 위기관리, 성과측정의 어려움, 정책연계성을 고려한 거래비용을 고려해야 한다. 부가적 기준으로 조직규모의 실효성에 대한 고려도 필요하다.
Abstract
This study aims to review the experiences of past 10 years of the Korean executive agencies from the perspective of change management. First, the current definition of the Executive Agencies Law emphasizes too much on the financial autonomy aspects, which results in a sort of wrong perception on the executive agencies in Korea from the start. Around 2nd expansion of the agencification in 2006, it needed to be reexamine it. Second, central agency failed to propose 'small success' stories of the executive agencies, which made the institution less attractive to stakeholders. Also, the agencification have shown more performance orientation in positive side and still weak managerial autonomy in negative side. Third, the scope of the agencification needs to expand after the institutional improvements that goes back to original idea of agency. The selection criteria are operation function, low transaction costs, and substantial size of the agency.
