공공 조직의 자율과 책무: 책임운영기관과 일반행정기관의 차이 분석

본 연구는 조직 내 자율과 책무를 분리하여 이해하고 실증적으로 관계를 고찰한 연구가 학계에 미흡하다는 점에서, 탐색적으로나마 자율과 책무에 대한 이해를 시도한다. 높은 수준의 자율과 책무가 주어진 것으로 알려진 책임운영기관이 실제로 그러한지를 일반행정기관과 비교하여 분석하였다. 분석은 자율과 책무의 수준의 비교, 자율이 책무에 미치는 영향의 비교이다. 책임운영기관과 일반행정기관에 근무하는 공공 근로자를 대상으로 한 설문을 대상으로 T검정과 회귀분석을 실시한 결과에 따르면, 책임운영기관과 일반행정기관의 자율성과 책무성 수준에는 차이가 거의 없는 것으로 분석되었다. 단, “사무의 위임･위탁･이관 관련 책무성”에서 책임운영기관과 일반행정기관이 차이를 보이고 있음을 발견하였다. 전체적으로 책임운영기관은 일반행정기관보다 자율성과 책무성의 수준이 높다는 예측을 뒷받침할 근거는 없었다. 또한 책임운영기관과 일반행정기관의 자율성이 책무성에 미치는 영향 차이는 적어도 본 연구에서는 발견할 수 없었다. 단, 자율의 책무에 대한 영향을 부분적으로 발견할 수 있었다. “기능재조정･기구재설계･기구명칭변경” 관련 자율성은 책무성에 양(+)의 영향을 주고 있다. 이러한 결과를 토대로 몇 가지 정책적 제언을 하였다.

Abstract

There has been little studies on the empirical test of autonomy and accountability. In Korea, autonomous agencies in public sector have been developed in the last decades and it is uncertain if they are given more autonomy and accountability as their goal of establishment. This study examines autonomy and accountability in public organizations. In particular, it compares autonomous agencies and general public agencies(organizations) in terms of the level of autonomy and accountability as well as the extent to which autonomy impacts accountability. With the survey data from public organization employees, this study used T-test and regression analysis. The results show that autonomous agencies and general public organizations have no differences in the level of autonomy and accountability. Accountability in task empowerment was the only one that appeared to be different from each other. Overall, this study did not find any evidence that shows autonomous agencies have gotten more autonomy and accountability compared to general public agencies(organizations). Also, the gap between autonomous agencies and general public agencies in terms of the extent to which autonomy impacts accountability had no statistical differences. At least, there found a partial impact of autonomy on accountability. Autonomy in function rearrangement had positive effects on accountability. Implications are discussed.
