Abstract

The objective of this study is to propose a commons-based approach to addressing the ecological crisis brought about by underuse. While mainstream commons research has traditionally focused on the problem of overuse—most famously articulated in Garett Hardin’s “The Tragedy of the Commons”—even Elinor Ostrom's influential work on community-based governance largely centered on strategies to prevent over exploitation. Today, however, many rural commons— such as common pastures, fishing grounds, and village forests—are increasingly threatened not by overuse but by underuse, driven by social changes such as population decline in rural areas. As these commons fall into neglect, ecosystems suffer, revealing the limitation of a framework concerned solely with overuse. It is therefore essential to broaden the discussion and develop new approaches to commons management that address the challenges of underuse. Therefore, this study reviewed existing research on underuse and examined cases from Jeju and Japan. The analysis highlights three key requirements: first, expanding the scope of the community by building new social relationships and extending community boundaries; second, developing new markets connected to ecological activities; third, fostering practices that promote ecological publicness. By focusing on underuse—an issue largely overlooked in previous commons research—this study underscores the necessity of rethinking commons management and establishing collaborative governance that differ from traditional models in order to effectively address the ecological crisis.
