커먼즈론은 최근 한국에서 사회혁신과 전환의 유력한 담론으로 부상하고 있다. 하지만 커먼즈 연구 진영은 엘리너 오스트롬이 발전시킨 신제도주의적 접근을 지향하는 학파와 다양한 커먼즈운동과의 연계 속에서 커먼즈에 대한 권리를 강조하는 진영으로 양분되어 있다. 이 글은 양자의 문제의식과 이론적 차이를 파악하기 위해서 커먼즈가 본질적으로 지녔던 두 차원에 대한 이해가 필요하다고 본다. 커먼즈는 ‘모두의 것’으로서 보편적인 권리의 차원을 지니는 한편, 일정한 경계 내의 구체적인 생계 자원을 ‘우리의 것’으로 관리해 온 자치의 차원을 동시에 지니고 있었다. 두 이론적 입장은 커먼즈의 두 차원이 근대화된 결과들에 대한 대응들로 이해할 수 있다. 그리고 양자의 커먼즈론은 현대사회의 구조변동이 초래한 결과들을 수용하면서, 그것을 해체하거나 비판하는 맥락 속에서 재구성되어야 한다. 이 글은 커먼즈의 정치론이라는 관점을 도입함으로써 ‘모두의 것’에 대한 보편적 권리의 차원과 ‘우리의 것’에 대한 시민적 자치의 이념을 통합적으로 사고할 필요가 있다는 점을 제안한다.
Abstract
The commons theory has recently emerged as an influential discourse of social innovation and transformation in Korea. However, the commons research camp is divided into a school that pursues a neo-institutional approach developed by Elinor Ostrom and an approach that emphasizes the rights to the commons in connection with various commons movements. This article suggests that an understanding of the two dimensions of the commons is essential in order to grasp the theoretical difference between the two positions. The two theoretical positions can be understood as responses to the modernization of the two dimensions of the commons. And the commons theory of both must be reconstructed in the context of dismantling or criticizing the consequences of structural change in modern society. This article suggests that it is necessary to simultaneously consider the dimension of universal rights to ‘commons for all’ and the dimension of civil autonomy ideology of ‘commons for us’ by introducing the view of the theory of ‘the politics of the commons’.
