Abstract

This study examines the national defense memorials submitted by Yang Sŏngji (梁誠之, 1415–1482), a prominent statesman and scholar of early Chosŏn, through the conceptual lens of “kunguk” (軍國, military and state affairs). By analyzing his extensive proposals—25 memorials spanning from King Sejong to King Sŏngjong and extensively preserved in both the Sillok and his collected writings, the Nŏlchae jip 訥齋集—this article investigates how his “kungukch’aek” (軍國策, strategies for managing military and state) shaped the contours of 15th-century Chosŏn’s defense discourse. Yang’s writings cover a wide spectrum, including national security, diplomacy, military reform, and civil-military ideology, reflecting the multifaceted nature of statecraft in his time. Nevertheless, existing scholarship has largely focused on select texts or tactical suggestions, falling short of a comprehensive assessment of Yang’s broader strategic vision. To address this gap, this study undertakes a quantitative and typological analysis of 153 military-related proposals found across Yang’s memorials. These proposals are categorized into three primary domains—border defense (pibyŏn 備邊), troop maintenance (kun’aek 軍額), and military institutions (kunje 軍制)—and further classified into detailed thematic clusters such as diplomacy (kyorin 交隣), strategic geography (kwanbang 關防), conscription systems (poron 保論), provisioning (yangbyŏng 養兵), military-civil balance (munmu 文武), officer selection (t’aekchang 擇將), and discipline (kun’gi 軍紀). The analysis reveals Yang’s comprehensive and integrated approach: he designed a defense network centered on internal key strongholds rather than external borders, emphasized recruitment and continuous training, and redefined national defense not as a regional or technical concern but as a central element of state governance. His perspective was not shaped by direct experience in border administration, but rather by his role in drafting national codes and institutions—reflecting a Confucian bureaucrat’s view of systemic reform. Ultimately, this study argues that Yang’s kungukch’aek operated not merely as a set of tactical responses or administrative measures, but as a coherent ideological and policy framework closely tied to the survival and autonomy of Chosŏn amid the volatile geopolitical dynamics of 15th-century East Asia. His strategies exemplify the intersection of Confucian statecraft and pragmatic defense planning, offering critical insight into how civil officials conceptualized and institutionalized national defense. By reconstructing the intellectual terrain of early Chosŏn’s military discourse, this article seeks to reassess Yang’s kungukch’aek as both a political strategy and a formative expression of Chosŏn’s evolving state ideology.
