Abstract

This study analyzes the regional administration by the Hedong Military Commissioners before and after the An Lushan Rebellion, focusing on Li Guangbi and Xin Yunjing. It addresses the question of why the Hedong region, despite experiencing military mutinies from early on and having military officers appointed as commissioners, did not become a "rebellious territory" (fanside zhidi) like the three Hebei regions. An Lushan chose a strategy of concentrating his main forces from Hebei toward Henan to capture Luoyang, without securing the entire Hedong region in the early stage of the rebellion. This left the rear Hedong region vacant, providing the Tang army with an opportunity to counterattack. Emperor Suzong appointed Li Guangbi, a Khitan who had served in the Shuofang Army, as the Hedong Military Commissioner. Li Guangbi successfully defended Taiyuan against Shi Siming's 100,000-strong army in a 50-day siege warfare, achieving a great victory. This boosted Tang army morale and had the strategic effect of blocking rebel reinforcements toward Chang'an. However, Li Guangbi was soon transferred to serve as Shuofang Military Commissioner and could not establish an independent power base in Hedong. During Emperor Daizong's reign, Military Commissioner Deng Jingshan was killed in a military mutiny by the Hedong Army, and Xin Yunjing from Hexi was installed by the soldiers. Xin Yunjing's execution of those who participated in killing the former commissioner after his appointment demonstrated that the Hedong Army did not yet possess independent power to challenge the commissioner's authority. He also extremely rejected Pugu Huaien and the Uyghur Qaghan, which stemmed from preventing Uyghur army plunder and his consciousness of restraining the Shuofang Army. Through this study, we can glimpse the structural factors that prevented the Hedong region from becoming "rebellious territory." The Hedong Army was composed of outsiders from the Shuofang and Helong armies, lacking regional foundation. The Hedong Military Commissioners who served for relatively long periods were also all outsiders who showed no hereditary intentions. This case demonstrates the importance of regional particularities and internal military structures in the study of the Tang fanzhen system.
