한국의 사회적 위험 관리전략과 거버넌스

초록

본 논문은 복합위기사회로서의 한국의 위험구조를 진단하고 대처방안을 모색하기 위한 연구의 일환으로 사회적 위험 관리체계로서의 (복지)국가의 거버넌스에 대해 이론적으로 고찰하고자한다. 이를 위해 먼저 거버넌스 담론의 유형화를 살펴 본 후, 제도적 유산으로 인한 한국 사회와의 선택적 친화성과 거버넌스 하 국가의 사회체제 조정능력을 바탕으로 국가중심 거버넌스에 보다 초점을 두었다. 다음으로는 한국의 권위주의 체제 및 민주화 이후 시기의 사회적 위험 관리전략과 이를 둘러싼 거버넌스의 특징에 대해 분석하였다. 한국의 경제발전은 다양한 사회적 행위자를 동원･포섭하는 혼합적 거버넌스의 작동에 의해 가능하였고, 경제성장으로 인한 일자리 창출과 가구소득의 증대는 사회적 위험 관리를 용이하게 하였다. 하지만 전통적･새로운 사회적 위험이 중첩되어 나타나는 현실 속에서 기존의 사회적 위험 관리체제의 한계와 혼합적 거버넌스의 역설을 극복하기 위해서는 위험관리자로서의 국가의 역할을 한층 더 강화할 필요가 있다.

Abstract

As a part of the larger research project which aims to investigate the risk structure of Korea as a complex risk society and its coping strategies, this paper provides a theoretical analysis of the role of the (welfare) state as social risk management through the lens of governance. The social risk management under the authoritarian development state was based largely on job creation and income growth through economic modernization, which might be attributed to a mode of "mixed-governance" whereby the state mobilized and worked with non-state actors to implement its intentions. However, the social risk management after the 1987 democratization and the 1997 economic crisis needs to be modified to cope with the intricate complexities of old and new social risks. Particular attention should be paid to the welfare role of the state and its steering capacity in social risk governance.
