한국의 사회적 위험구조 - 위험의 민주화 또는 위험의 계급화?

후기산업사회에 진입하면서 새롭게 확산되는 위험들로 인해 위험의 스펙트럼은넓어졌으며 시간과 공간의 경계를 넘어서는 위험으로 확산되기에 이르렀다. 위험의 확산에 따른 위험의 성격과 관련하여 학자에 따라 위험의 민주화, 평등화 또는위험의 계급화로 설명을 하고 있다. 그런데 이러한 논의는 단순히 계급이냐 위험이냐에 단일 차원의 논의가 아닌 위험에서 어떻게 벗어날 것인가에 대해 그 주체를 설정함에 있어 중요한 사안이 되고 있다. 본 연구는 새로운 그리고 새롭게 부상되는 한국의 사회적 위험 구조의 성격에 대해 경험적 연구를 하였다. 조사결과분석에 의하면 위험 경험, 위험가능성에 대한 인식, 대응기제 그리고 대응관련 박탈감 등에서 교육수준, 월 소득, 자녀연령 및 조사대상자의 연령, 취업상태, 직업등에 따라 집단 간 차이를 보이고 있다. 이는 위험의 분배, 경험이 구조화되어 있는 것을 의미하는 것이며, 위험이 발생할 가능성에 대한 불안감, 박탈감 또한 집단별, 계급별로 불평등하게 분포되어 있다. 특히 위험과 관련하여 특정집단에 집중되는 경향을 보이는데 위험경험 그리고 위험가능성에 대한 불안감 그리고 위험대응기제, 위험대응 관련 박탈감 등 위험과 관련하여 51세 이상, 고졸이하, 자활및 공공근로자, 단순노무직(또는 영세자영업 등), 150만원 미만의 집단으로 저학력, 저 기술, 저소득, 고연령층이 다른 집단에 비해 높은 것으로 나타났다. 그동안위험에 대한 관리는 복지국가를 중심으로 이루어져 왔다. 앞으로 위험의 계급화를고려할 때 복지를 통해 국민의 기본생활을 보장하고 사회변화의 과정에서 위험 속에 있는 사람들이 탈 위험의 가능성을 제도적으로 보장할 수 있는 국가와 국민간의 새로운 사회계약을 모색해야 할 것이다.
Abstract
As the world entered the post-industrial society, the risk spectra became wider due to new diffusible risks, so social risks came to spread beyond the border of space and time. Beck and Giddens call today's society 'the risk society' and modern society must be analyzed differently from the viewpoint of the established class. Talyor-Gooby maintains that the risks represent the class instead, and furthermore reinforce it. The study examines through the empirical analysis what character the social risks in Korea show with regards to the controversy. From the analysis of findings on survey, experience of risk, awareness of the possibility of risk, reaction mechanism to risk, and deprivation and so on show differences among various groups according to education, income, children's age, subject's age, job, the state of employment, etc. It is to say that distribution and experience of risk are structuralized, and anxiety about the possibility of risk and deprivation also are unequally distributed among the classes. It especially trends towards concentrating the risks on certain groups. And it shows regarding experience of risk and anxiety about the possibility of risk, reaction mechanism and deprivation that those who are over 51years-old, below high school graduate, self-supported and public employees, simple working men(or small self-employment etc.), less than 1.5 million won, that is, those who have low-education, low-income, and older-age are higher than other groups. In this respect it is necessary in connection with risk that the discussion should be carried out focusing on how we could get rid of the risk, not on the simple dimension of class or risk. The social risk has been managed mainly by a welfare state so far. There's a drift towards reducing the role of a welfare state and privatizing a welfare these days. Considering classism of the risk, the people and the state should make conclude new social contract which is able to protect institutionally those who are in danger on progress of social change, so they could meet the basics of life and escape from the risk.
