인도에서는 1991년 경제개혁의 일환으로 금융시스템 정비가 진행되었다. 이에 따라 은행부문이나 주식시장 규모는 확대되었다. 하지만 채권시장의 경우에는 국채시장이 동아시아 국가와 비교하여 뒤쳐지지 않지만, 회사채 시장의 성장은 낙후되어 있다. 2000년 중반 이후 인도는 고성장과 더불어 인프라 확충 등으로 민간부문의 투자와 기업부문의 자금조달 수단 다양화를 위해 외부자금의 비중이 커져, 관련 시장의 육성이 시급한 과제라 할 수 있다. 최근 인도의 회사채 시장은 경제성장을 통한 자금수요 증가나 시장정비 등을 배경으로 규모가 다소 늘고 있지만, 대부분 사모채로 구성되어 있는 등 절대 규모와 함께 시장의 다각화 수준도 미흡하다. 또한 다양한 시장 인프라 정비나 규제 문제가 채권시장 성장을 저해하고 있다. 따라서 앞으로 회사채를 비롯한 채권시장의 활성화를 위해서는 인프라 정비 관련 증권화 거래의 규제범위를 재설정하는 한편 거래 확대 유인도 모색해야 할 것이다. 또한 다른 신흥국들과 같이, 기관투자자의 육성이 필요하다. 이들 요인을 종합하여 인도 회사채 시장의 활성화를 위해서는 외국인기관투자자의 투자 상한 확대, 세제 지원, 규제 완화 등이 뒷받침되어야 한다. 이는 향후 인도의 채권시장 육성과 발전에서 주요한 과제라고 할 수 있다.
Abstract
In India, post-1991 economic reforms have been evolutionary and incremental in nature. The tempo of development for the Indian banking industry and stock market has been remarkable over the past decades. Indian banks are not able to compete globally. The main reason behind it is the size of the industry. While India boasts a world-class equity market and increasingly government bond market, its corporate bond market has not kept up. To meet the needs of its firms and investors, the bond market must therefore evolve. It will mean relaxing exchange restrictions, easing investment mandates on contractual savings institutions, and revamping disclosure requirements for corporate public offers. This study reviews the development of the Indian bond market. It looks at the market participants-including life insurance, pension funds, mutual funds and foreign investors-and it discusses the importance to development of learning from the innovations and experiences of other countries. Suggested policy reforms includes improving the retail investment markets, encouraging foreign participation by relaxing regulations and providing tax incentives, providing credit enhancements and introduction of new instruments.
