Abstract
It has been generally known that the economic reforms in India introduced after the 1991 debt crisis. So we often tend to overlook Indian economic liberalization of the 1980s. Since 1985, Indian government had carried out some crucial reforms in industrial, financial, fiscal and external sectors. The impact of the reforms of the 1980s pushed up the annual growth rate to the same level of the 1990s. The growth in the 1980s, however, was fragile and unsustainable. This liberalization policy of the 1980s failed because it had been limited in internal reforms without external ones. Government made an excessive investment in public, not in private, sectors, which caused a great amount of fiscal deficit. The crisis was caused by unsuitable fiscal extravagance accumulated in the late 1980s. The more systematic and systemic reforms of the 1990s gave rise to more sustainable growth. The process of industrial reforms initiated in 1985 was speeded up when the government announced a new industrial policy on July 1991. As well known, it was hailed at home and abroad. They were a response to the foreign exchange crisis that brought the country on the risk of public bankruptcy. The government want to borrow emergency funds from the International Monetary Fund(IMF) and the World Bank on condition of fiscal and economic reforms implying deflation, devaluation, decentralization and deregulation. These reforms entail a shift away from the model of accumulation based on the domestic market and import substitution to that oriented to the world market.
