Abstract
Since the middle of 1991, economic reform policies have dominated the principle agenda of the government of India. This paper is an attempt to understand the impact of these policies on economic position of the Scheduled Castes(SCs) constituting 16.2% of the total population in India. The SCs are among the most vulnerable groups of Indian society, sharing grinding poverty with other Indian poor. The new economic policy has the two-pronged strategy of stabilization-cum-structural adjustment including the devaluation of the rupee, reduction in public investment and expenditure, increase in exports and imports and foreign investment ; all this without conducting agricultural reform. In the process of economic reform, it is shown that the economic position of SCs in India has worsened. SCs are under increasing pressure from rising prices due to a market oriented policy and low earnings growth due to mainly declining social expenditure by the state governments, especially on education and increasing unemployment and temporary employment. However, this research proves that specific measures have not been taken to avoid such problems to the poorest of the poor. In this situation, it is suggested that the state must seriously work to provide job reservation in the private sector, which has been given a larger role since the economic reform, and to encourage rural area development including land reform where most of SCs are living.
