Abstract

In 1991, Indian government initiated economic reform. After reform, Indian economy grew up as one of the most contributive countries to world economy with China. But the impact of economic changes after reform on the labour market reveals a mixed picture. While the pace of growing employment generation has picked up after the initial years of reform, the recent years have witnessed a reduction in employment growth. As a result, there has been a severe decrease in the employment of India, which is called 'jobless growth'. India's 'jobless growth' is mostly due to two following facts. The first is a reduction of employment in manufacturing sector. India's amount of industrial labours has been absolutely decreased during past three decades. The second is poor achievement of public sector in promoting employment. India's industry is consisted of public and private sectors. After economic reform, the proportion of public sector has been continuously decreasing. And the private sector has failed to create the job for employment. In spite of past reforms and trials, there remain many problems and tasks in Indian economy, such as low labour productivity, low saving rate and capital formation, and dullness of foreign direct investment. Therefore, Indian government should develop more aggressive policies for accelerating economic reform and promoting foreign investments.
