Abstract
Myanmar’s geo-strategic location at the junction of East Asia, Southeast Asia and South Asia is critical significance for India. India shares approx. 1600 km long land border with Myanmar. Arunachal Pradesh, Nagaland, Manipur and Mizoram are the states, which share the border with Myanmar. India’s national interests demand that Myanmar should remain a friendly state for a Look East Policy and accounting the Chinese factor. To Myanmar, however, India was a less-attractive market than China. Chinese government supported Myanmar's Junta for financial and armed power during last three decades. However, recently Myanmar is changing. President U. Thein Sein has started some reforms of political and economical dimensions. And pro-democracy Nobel Prize winner Aung San Suu Kyi, who leads the National League for Democracy(NLD), held parliamentary by-elections in April 2012 for secured 43 of the 45 seats available. In this paper, there are two goals. First one is analyzing the recent bilateral political and economic cooperative performances between India and Myanmar. Second one is analyzing India's stands toward Myanmar from the perspective view of 'Soft-balancing Strategies' coping with Chinese uprising power in Asia. Hard-balancing strategies such as arms buildups and alliance formation became not to fit in globalization and neo-liberalism after balance of power theory during cold war. Soft Balancing is based on a limited arms build up, ad hoc co-operative exercises or collaboration in regional or international institutions. According to T.V. Paul Soft Balancing involves tacit balancing short of formal alliances. It occurs when states generally develop entents or limited security understandings with one another to balance a potentially threatening state or a rising power. From 2011, Indo-Myanmar relations has been on an upswing and gaining momentum by the day. Myanmar President U. Thein Sein visited Delhi to meet India's Prime Minister Manmohan Singh in October 2011. It was big movement because Myanmar government decided to cease its huge cooperation with China on the Myitsone hydro-power Dam project last year. PM Singh also had visiting to Naypyidaw in May 2012. Manmohan Singh’s visit, with an appropriate emphasis on ‘connectivity and development’. India wants to establishing a cross-border connections by building highway. For this, securing the stability in India's Northeastern region is most important job. By doing so, India can use highway safely bus service to Myanmar for border trading and people to people cross. In economic perspective, an agreement on a significant commercial credit of US$ 500 Million was also concluded, Besides, two sides had bilateral trade stood at US$1.2 billion in 2010-11. Now they ar have a plan to achieve the trade volume to target of US$3 billion by 2015 commercially. Moreover, after firm securing seven sisters, Myanmar-India border trade expected to be a foundation for large growth in bilateral trade and investment. It would be effective making useful infra-structure and other attractive markets. India and China have been competing in many places in their quest for natural resources. Myanmar has huge potentials in energy resources and Myanmar may not be uncomfortable depending heavily on one country. To India Myanmar's changing is good opportunity and chance to challenge to be engaged in Myanmar in energy sector. The new political and economical cooperations between India and Myanmar has effect for neutralization against China's power on Myanmar. Besides, these valuable cooperations would bring fruitful impact on India's Look East Policy and Soft Balancing coping with China. U.S. President Obama also trying to absorb Myanmar to democracy circle ties with India. India would be more powerful in international society if Myanmar become strengthening and avoid Chinese factor after democratization.
