전환기 미얀마 개혁개방 10년의 도전과 위기: 국가발전정책-지식-권력의 국내외 역동을 중심으로

본 연구는 최근 미얀마 정세를 둘러싼 맥락의 특수성을 이해하기 위해, 2011년부터 2021년까지의 국내-국제 정책 행위자들의 정책-지식-권력 역동을 다면적으로 분석하였다. 2011년 이후, 개혁개방 정책 및 국제협력 확대로 미얀마는 세계 5대 수원국으로 빠르게 성장하였다. 떼잉세잉 정부는 다자-양자 워킹그룹을 형성하여, 정책 우선순위 선정, 예산 확보 및 배분을 위한 매개조직으로 적극 활용하였다. 하지만, 아웅산수찌 집권 시기, 로힝자 인권 탄압에 반발한 주요국들이 대미얀마 제재를 도입하고, 중국과의 협력을 포함한 동진 전략이 등장하였다. 결과적으로 2019년부터는 미얀마를 둘러싼 다자-양자 세력망과 관계구도에 큰 변화가 나타나, 무상원조는 큰 폭으로 감소하고, 중국, 일본, 개발은행의 차관 원조 및 인프라 개발협력이 확대되었다. 정책의 내용에서도 평화 및 민주주의 의제가 눈에 띄게 축소되었다. 본 연구는 미얀마적 맥락에서는 미국을 주도로 하는 서구 주요국들의 제재 기반 접근의 영향력에 한계가 있음을 지적하며, 향후 아세안 신흥국 및 중견국의 외교적 노력과 인도적지원을 통한 지속적이고 일관된 협력이 필요함을 강조하였다.
Abstract
This thesis compares and analyzes the dynamics between policy, knowledge, and power of Myanmar’s development and peace agenda since 2011. The paper begins by exploring the dynamics of the Thein Sein government’s Transitional Period(2010~2015), the beginning of the Aung San Suu Kyi government’s Civilian Period(2015~2020). and the Re-control of Military Regime Period(2021-now). By providing recent data regarding the dramatic international-national development power-policy changes, the article highlights that Myanmar become one of the five major donor countries after Cambodia and Lao PDR by 2018. In the course of expanding international engagement between 2011 and 2017, Myanmar’s policy discourse on the subject of economic and social development by both military regime led-USDP and civilian-led NLD governments in its new economic and social development policy discourse resulted in the active participation of international donors working groups as policy knowledge intermediaries. However, unlike the NLD’s expectations for further expanding international development engagement for boosting economic and social development, the major western donors made withdrawals or partial pending on loan and grant assistance due to the Aung San Suu Kyi and NLD government human rights abuse of Rohingya peoples. This challenging situation sparked a critical turn in Aung San Suu Kyi’s international engagement to “look East”, thus resulting in an impact on the increasing economic cooperation with non-DAC members and reducing influences of ‘hard-liners’ that have emphasized normative perspectives on peace and human rights agenda in development policy.
