중국의 생태산업단지 조성 현황 및 특징 연구

본 연구는 중국에서 생태산업단지 조성 사업은 어떠한 과정을 거쳐 왔으며 생태산업단지의 유형과 분포는 어떠한지를 구체적으로 살펴보았다. 중국에서의 생태산업단지 조성 사업은 구이강(Guigang) 지역에서 자연적으로 형성된 산업공생체를 2001년 중국 최초의 생태산업단지로 지정하면서 본격화되었다. 이후 2007년경부터는 생태산업단지 조성 사업이 생태산업시범단지 설립의 방식으로 꾸준히 확대되었으며, 특히 신규 건설 보다는 기존 공업원구(Industrial Park)를 생태산업시범단지로 추가 지정하는 방식으로 전개되고 있다. 본 연구는 중국의 생태산업단지 조성 사업에 있어서의 특징을 세 가지 측면에서 도출해 보았다. 첫째, 조성 배경 측면에서 중국의 생태산업단지는 세계 공통적인 환경 문제 해결 노력에 더해, "중국의 새로운 공업원구 모델 구축"이라는 또 하나의 당위성이 부여되고 있다는 것이다. 둘째, 전개 과정 측면에서 초기에는 민간에 의해 자연적으로 형성된 사례를 발굴하고 이를 육성하던 것에서, 현재는 정부가 주관하는 정책 사업이라는 틀 안에서 시행하고 있다는 것이다. 셋째, 유형 특징 측면에서 "정맥산업단지(Vein industrial park)", 즉 산업 폐기물의 해체 ‧ 재생 ‧ 재가공 관련 기업이 집적하여 형성된 산업단지를 생태산업단지의 한 가지 유형으로 포함시키고 있다는 것이다.
Abstract
This study concretely examined which processes the eco-industrial park creation projects in China went through and the types and distribution of eco-industrial parks. The eco-industrial park creation projects in China started in earnest when the industrial symbiont naturally formed in the Guigang region was designated as the first eco-industrial park in China in 2001. Thereafter, from around 2007, the eco-industrial park creation projects have been steadily expanded in the way of establishing eco-industrial model complexes, especially by additionally designating existing industrial parks as eco-industrial model complexes rather than newly constructing complexes. In this study, the characteristics of China's eco-industrial park creation projects were derived from three aspects. First, in the aspect of the background of creation, China's eco-industrial parks are given another justification termed “building a new industrial park model in China” in addition to efforts to solve environmental problems, which are common in the world. Second, in the aspect of the development process, in the early days, cases naturally formed by the private sector were discovered and nurtured, but now, the projects are implemented within the framework of policy projects managed by the government. Third, in the aspect of type characteristics, “vein industrial parks”, that is, industrial parks formed through the aggregation of companies related to dismantling, recycling, and reprocessing of industrial wastes, are included as one type of eco-industrial parks.
